Research On The Application Of S-CAD Method In Urban Planning Policy Evaluation

In recent years,with the gradual upgrade of discipline construction and planning system,the focus of urban planning research has gradually from the design practice of spatial planning perspective into the policy formulation and assessment of public management perspective,and its public policy attributes have become more and more prominent.Some scholars have even suggested that urban planning itself is a public policy.This top-down disciplinary attribute and the game relationship of the multi-stakeholders highlighted in the plan determine the importance of its related policy formulation,particularly in the field of urban renewal and illegal construction problems,the relevant public policies affect deep-seated interests and leads to a stronger social response.Therefore,it is important to explore appropriate decision analysis tools and pre-evaluate the relevant policies before the policy is issued to predissolve the social risks.After the concept of "policy science" is proposed in forties of last century,research on public policy assessment and decision-making has emerged in an endless stream.There are many different types of policy assessment methods and model tools,but there are very few “meta-methods” that are universally applicable and operative.Canadian urban planning scholar Hok-Lin Leung pays attention to the methodology of policy evaluation.He began research in the 1970 s and built a complete evaluation tool,S-CAD decision evaluation method.The method has become a widely accepted decision-making evaluation tool due to its clear framework,strict logic,rich hierarchy,qualitative and quantitative comprehensive analysis and strong operability.Currently,the S-CAD method has been applied to the policy evaluation of the Ministry of Natural Resources(formerly the Ministry of Land and Resources),the National Development and Reform Commission,the World Animal Protection Foundation,and other state agencies.In this context,this paper will discuss the S-CAD method and its application in the field of urban planning policy.The specific content will be carried out based on four aspects: researching and summarizing the basic theory of policy evaluation,the status quo and method of urban planning evaluation;analyzing the basic concepts of policy evaluation and the theoretical origin,logical framework,operational flow,advantages and deficiencies of S-CAD method construction;introducing actual cases for evaluation practice,and explore the application of S-CAD evaluation method in the field of urban planning policy by taking the latest policy of illegal building management in Shenzhen "Implementation Measures on the Treatment of Historical and Unlawful Buildings in Rural Urbanization"(Implementation Measures)as an example;finally,the paper will discuss the controversial issues in the application and introduces an innovative control experiment to verify the scientificity and rigor of the method.I hope that through the detailed analysis and evaluation examples of the subjective decision-making evaluation method,the paper can enrich the methodology of policy evaluation,and introduce scientific and efficient decision-making evaluation tools for urban planning,fill the current situation of urban planning policy evaluation research,and improve the scientific nature of public policy in urban planning of China.
