At present,China's urbanization process is still in the accelerated stage;with the progress of urbanization construction,the construction of new urban district is an effective way to crack the "urban disease" problem.However,due to the lack of historical precipitation and its non-spontaneous formation,the land development of the new urban district has the problem of insufficient market deployment,suboptimal resource allocation,and ineffective process control,resulting in the waste of land resources and the uncertainty benefits of the new districts.In terms of academic research,few scholars have touched on the important issues concerning land development,such as time,space deployment,and development control in new urban district.To ensure the smooth progress of land development in urban new districts and the realization of land benefits,it is of great theoretical and practical significance to study the scheme optimization and control of land development in urban new districts under dynamic market conditions.The dissertation:(1)summarizes related research on land benefits,land markets,and new urban district,and analyzes research findings in this field and gaps;(2)defines the scope of research and objects,combined with the land market and land benefit related theories,constructs an optimization mechanism for land development in new urban district,optimize the time and space order of land transfer to maximize the land benefits from the angle of supply and demand balance;constructs the development control mechanism,and identifies the basic elements,inner interaction and transitions of the land development control system from the point of view of control theory,to ensure the realization of the development system goal;(3)analyses the law of land development market growth in urban new districts,and proposes the method for determining the scale of land demand,the scale of reserves and the cycle of reserve in combination with the characteristics of market growth;(4)transforms the problem into a multi-stage decisionmaking one,based on the mechanism of the scheme optimization and objective law,applies the dynamic planning mathematical model to explore the realization of the dynamic optimization of the land development scheme in the new urban district under the goal of land benefit,and(5)analyses and refines the the relationship between the internal and external elements of the development system based on the development control mechanism,clarifies the development control targets and control objects,and designs the development system.In a nutshell,this thesis aims at exploring the paradigm of scheme optimization and control of land development benefits in new urban district.This thesis carries out the study from three aspects,including the market growth process,the scheme optimization mechanism and model construction,as well as the development control mechanism and system design.The results will help complement and improve existing research and eliminate shortcomings in the land development process of the new urban district.
