Small-town development area is mainly based on agricultural land. The land resource is special, and the land status quo has the geographic characteristics which under the function of natural, social, historical and so on. Therefore, as a new modern urban district , combined with the time, it must follow and make use of existing resources at the same time, unfold the region characteristics, and ensure the orderly implementation of the planning. But the comprehensive planning usually starts from the macro level, and the goal of its land-use planning is to ensure the reasonability of the layout and structure of urban land-use, and also the rapidly development of the urban society and economic. So the land-use planning hardly concerns about the resources and the characteristics of the land status quo. That results it lacks of the geographic characteristics and the direct guidance to the urban concrete construction. However, the regulatory detailed planning which is the establishment level from the strategic planning to the implementation controlling between the city overall planning and the construction implementation. It can instruct the urban construction directly. And it emphasizes the combination with the land status quo, so that the land-use can be more realistic, better reflect the regional characteristics. In addition, land-use control is the premium content in the control system of regulatory planning. And it's reasonable or not is directly related to the development of other control elements. So, facing of land intensive development requirements and society attention to planning programs which have geographic characteristics, regulatory detailed planning which is connecting and has a direct guiding significance to the city construction, should be combined with the status of land and characteristics of development area to formulate land-use control programs which comply with various requirements of National ,so to lay the foundation for the right reasonable formulation of control elements of the regulatory detailed planning level.This paper starts from the level of regulatory planning. Firstly, through the depth research of the formation and the land status quo of small-town development area, it comes to the guiding significance of the development land use of the regulatory detailed planning. On this basis, it comes to the specific contents, basic concepts and general principles of the Research of land-use of small-town development area, through the overall consideration of the "land classification standards", the development needs of the development area in the city overall planning, the characteristics and the development potential of the land status quo,. Secondly, combing with the land status quo, or land value and notes of each land, it comes to the district principles and district measures of each land. Finally, it demonstrates all the principles and measures above by the land- use of regulatory detailed planning of Yingbei, the new district in Yuzhou.
