| In the context of the reconstruction of the national land spatial planning system,the concept of ecological civilization highlights the sustainable development of economic health and political and social construction,and the development concept is increasingly strengthening resource intensification and urban-rural equity.Especially under the constraints of the total amount of urban and rural construction land,the rural and urban construction land in land spatial planning faces enormous constraints of improving quality,increasing efficiency,and reducing efficiency.At the same time,the rural revitalization strategy requires providing certain land elements for rural production and living.As a result,the issue of how to choose the reduction path and strategy for improving quality and efficiency of urban and rural construction land outside the urban development boundary in national spatial planning has been raised,especially in the edge areas of large cities.Based on this,Lanshan District of Linyi City is selected as an empirical case to provide reference for the resolution of the contradiction between land use reduction pressure and urban-rural integration functional demand faced by rural areas outside its development boundary.The thesis establishes a research logic of "problem posing-theoretical research-framework construction-suitability evaluation-reduction path-implementation strategy".Based on a review of research on the reduction of urban and rural construction land,it has been found that there is a general lack of attention to the internal land use structure of villages in the evaluation of existing reduced land use.The allocation of reduced indicators lacks consideration for the demand for land outside the development boundary,and the implementation strategy of reduction is too technically rational and neglects the role of rural informal institutions.Therefore,the problem will be focused on how to construct a scientific evaluation method and reduction path for the suitability of urban and rural construction land reduction in the reconstruction of the national spatial planning system.Theoretical research is based on spatial production theory,shrewd contraction theory,game theory,and institutional theory to construct a strategic framework for "suitability evaluation indicator allocation map spot placement" reduction.The suitability evaluation for reduction focuses on two aspects: the evolution characteristics of spatial structure and the evaluation of comprehensive land use benefits.The evolution characteristics of spatial structure can be divided into the overall evolution characteristics of urban and rural construction land,and the evolution characteristics of functional living space and business space.Firstly,the overall characteristics of the evolution of urban and rural construction land show that in terms of urban and rural functions,the logic of increasing and decreasing urban and rural functions in each town is different,and the rational logic of "increasing towns and reducing villages" is generally reversed,resulting in the spread of village functions;In terms of land ownership,state-owned ownership adopts a cautious path of avoiding "village expropriation" and infiltrating into rural areas dominated by collective ownership.The evolution characteristics of living space are manifested in the form of power merger,industrial development,and terrain restrictions,resulting in "four directional anisotropy" in terms of spread;The vitality of living space in terms of the utilization status and service allocation level of homesteads is declining from urban to rural areas.The evolution characteristics of business space show that in terms of business functions,there is a spatial differentiation of typical urban peripheral business forms in the near city end,heterogeneous business forms in the near suburbs,and ontological characteristic business forms in the far suburbs and rural areas;In terms of subject correlation,the strong rural industry has triggered the phenomenon of "going to the countryside to work",and the operating entities show differences in "location time" with the development stage of rural industry.Finally,the comprehensive benefit evaluation obtains the ideal type of urban and rural construction land benefit through the matrix intersection of the single functional benefit evaluation results of living space and operating space,presenting a hierarchical structure of "center suburban edge" in space.Research on the path of reduction,introducing rural organizational units to conduct decomposition of reduction indicators,and constructing a reduction path through a hierarchical interactive reduction map placement process.Firstly,based on the spatial characteristics of urban and rural construction land,combined with external constraints such as planning transmission,social rights,resources and environment,four types of reduced rural staffing units are divided: "interaction type at the edge of the main city,concentration type of manufacturing industry,characteristic industry driven type,and ecological positioning contraction type".The technical process of reducing the allocation of urban and rural construction land indicators based on village classification is established based on the land stock and demand characteristics within the unit,and the allocation of reduction indicators is achieved through the social process modification of hierarchical game.Finally,through the interactive process of "four up and four down" levels,the reduction of urban and rural construction land was achieved,and the spatial control model of "quasi centralized construction areas" was introduced to respond to the demand for endogenous land in rural revitalization,achieving the planning goal of revitalizing and improving the quality and efficiency of land elements in urbanization.In terms of implementation strategies for reduction,matching strategic suggestions are proposed around the practical needs of national spatial planning,institutional improvement,diversified cooperation,and planning transmission.Among them,institutional improvement includes the integration strategy of optimizing the right to development and guiding informal institutions.Diversified cooperation emphasizes the construction of a collective cooperative organization that balances internal integration and external collaboration capabilities.The planning and transmission clearly establish the unit transmission content and the interaction between the upper and lower bidirectional transmission.Finally,the thesis summarizes the main research conclusions,potential innovations,research deficiencies,and clarifies further research prospects. |
