In recent years,with the development of global economy,the development of shipbuilding industry is very rapid and the competition is particularly fierce.China’s shipbuilding industry is also facing new challenges.How to reduce the cost of shipbuilding and improve the quality of ship products,and how to shorten the shipbuilding cycle,so as to improve the efficiency of China’s shipbuilding industry,which is of great significance to improve the competitiveness of China’s shipbuilding industry in the international market.At present,in the process of entering the international market,large and medium-sized shipbuilding enterprises in China have cultivated many excellent technical talents,constantly absorbed foreign advanced technology,which greatly improves the overall competitiveness of China’s shipbuilding industry.However,due to the weak management awareness of the shipbuilding industry as a whole,as well as the limitations of the traditional management mode of the industry,coupled with the lack of historical and technical data and reference of construction experience for high-tech ships,the difficulty of project cost control in the design,material procurement and construction of these ships is greater than that of ordinary ships.Therefore,ship building enterprises need to build a new project cost management system based on the existing cost management theory and methods,according to the characteristics of the current ship building projects.This paper introduces a hospital ship project designed and built by XG shipyard based on the new environment of ship manufacturing industry,analyzes the risks such as schedule and cost in the high-tech ship construction project,applies the earned value method to the project,and verifies the feasibility and effectiveness of Earned Value Management in the high-tech ship construction project.First of all,the main contents,control principle and basis and related theories of project cost management are reviewed.Then,combined with the current situation and characteristics of ship building enterprises,the cost risk caused by the complexity of a hospital ship building project is analyzed in detail.Then,the traditional earned value method is briefly introduced,and its defects in the application process are put forward.Through the method of parameter optimization,the traditional earned value method is improved,and the basic parameters and performance indicators of the improved earned value method are analyzed.On this basis,combined with the construction characteristics of the hospital ship project,a set of improved earned value management system for the ship industry is established.Finally,the improved earned value management system is applied to the construction project of a hospital ship,the reasons for the deviation of the project are analyzed,some improvement measures are put forward,the effectiveness of the system in the cost management of the ship construction project is proved,and the protection measures to promote the application of the system are put forward.In all,the conclusion of this paper is summarized,and the shortcomings of this paper are put forward,hoping to provide some reference for promoting and improving the earned value management system in China’s shipbuilding enterprises,in order to enhance their competitiveness.
