Under the background of national 14th Five-Year development plan and double carbon targets,the vigorous implementation of green planning and green construction has put forward higher requirements for the construction industry.If construction enterprises want to develop in high quality,they should realize strict and accurate control of project cost in engineering project management with the help of high technologies such as information technology and big data.At present,the cost control of engineering projects is still in the bottleneck stage.Cost overruns,delay of construction period,quality problems and other phenomena are common,which bring challenges to the benign development of construction industry.Reasonable use of engineering project management methods can effectively solve the above problems.Therefore,multidimensional accurate control from the quality,cost,schedule and real-time correction to achieve project cost control in the process of project construction,which is particularly important for the economic benefits and long-term development of construction enterprises.Traditional cost control theory can’t meet modern demand of construction enterprises.Earned value method(EVM)as a traditional basic cost management theory has a representation.The research and improvement based on the traditional earned value method is imminent.The quality earned value model is established based on the traditional earned value method in this thesis.The weightiness of quality influencing factors is determined by Delphi method.The value of actual quality earned QBCWP is quantified by fuzzy comprehensive evaluation method.The construction project cost,schedule and quality were researched based on the improved earned value method.Analytic hierarchy process(AHP)is used to measure and rate the factors to get the key influencing factors of quality.The improvement and correction of influencing factors are processed to achieve the goal of studying the overall influencing factors with the minimum delineation range and improving the research efficiency.Then the bridge between all the cost control elements was build.Taking the shed reform project in X City as an example,the project operation management method was established through the implementation of the project case and the verification of the effect,so as to optimize the benefits of operation and management effectively.It is divided into two stages.In the first stage,the factors causing quality,schedule and cost problems are found through comparison of preliminary data.The factors were analyzed and then improvement measure was put forward.The demonstration research was carried on to achieve the improvement of project management efficiency in the later implementation stage.19.9051 million yuan was saved in the project cost,4.3728 million yuan was advanced in the schedule,and 35 days was advanced in the civil construction period.At the same time,the project quality also reached the expected target.This thesis analyzes the cost control elements from the perspective of quality management.The evaluation of the interaction level of each cost element reflects the comprehensive cost control ability of enterprises,which provides a new idea for enterprises to further reduce cost and increase efficiency.Combined with the project case implementation and effect verification,the project cost management method is perfected,and the project benefit is improved.It is found that the quality earned value model based on improved earned value method is practical and scientific in engineering construction,and provides theoretical guidance and reference for cost control of enterprise.
