| City gas is an important part of urban infrastructure,which is related to the safety of the city and the harmony of people’s life.The General Office of the State Council issued the strategic action plan for energy development(2014-2020),which mentioned low-carbon energy,enhancing the capacity of independent energy security and developing natural gas vigorously.In line with the requirements of national energy conservation and the development of the times,it is inevitable that the natural gas,as a kind of clean energy with high calorific value,will replace liquefied petroleum gas and become the main gas source of city gas.The pipeline of natural gas is laid to the user by the natural gas company and its entrusted construction company,and finally they change the gas source from liquefied petroleum gas to natural gas,which is called "NG replace LPG".In this process,gas companies,construction companies,users and other parties are involved in coordination and cooperation.At the same time,natural gas and liquefied petroleum gas,as dangerous chemicals,have great potential safety hazards when they are not used correctly.It seriously threaten the safety of people’s lives and property.Therefore,city gas safety is an important factor related to social stability and harmony,and the city gas safety supervision has become an important issue.In this paper,the city gas safety supervision under the background of "NG replace LPG" in Guangzhou is taken as the research object.Firstly,analyzed the government regulatory theories of city gas safety under the background of "NG replace LPG" so as to construct the theoretical foundation for the research.Secondly,based on a gas explosion in the process of "NG replace LPG" in L District of Guangzhou,combined with the data of interview and questionnaire,this paper analyzes the current situation of city gas safety supervision under the background of "NG replace LPG",and analyzes the main problems and causes.Thirdly,the paper studies the city gas safety supervision in the United States,Britain and other developed countries,and learns their advanced experience.Finally,some suggestions are proposed to improve the city gas safety supervision under the background of "NG replace LPG" :1.Improving the relevant legal system and standard system of city gas;2.Building up a new supervision system guided by the concept of government process reengineering;3.Establishing and improving the support system of city gas safety supervision;4.Creating a good supervision environment;5.Strengthening education,training and popularization of safety knowledge. |
