| Since the implementation of the Three Old Reconstruction Measures,the focus of urban construction and development in Guangdong Province has shifted from developing incremental land to revitalizing stock land and promoting urban renewal.In recent years,Guangzhou City has thoroughly implemented the new development concept of "new vitality of old city ",and creatively promoted the micro-reconstruction of old communities as the only first-tier national pilot cities.Hereon,Yuexiu District,which is located in the historic central area of Guangzhou City,has the widest reconstruction scope and the heaviest task.It has now implemented dozens of micro-reconstruction projects in old communities.A large number of old communities have been changed,and the overall appearance of the city greatly improved.However,many problems are still encountered in the practice of micro-reconstruction,and the task of micro-reconstruction in old communities is still very arduous.Therefore,it is necessary to reflect on the problems in the micro-reconstruction of old communities timely,explore the shortcomings of micro-reconstruction in old communities,and put forward scientific and reasonable optimization suggestions,which is of positive significance for improving the situation of old communities and promoting urban renewal and development.This paper studied the development history of Yuexiu District residential community through literature analysis,and researched Renmin Sub-District with large volume and deep degree of aging through field observation,interview records and questionnaire survey.Focus on researching the basic conditions of micro-renovation such as the building year,building structure,housing construction,public space,supporting facilities and equipment in the Sub-District,as well as the residents’ willingness to reconstruct,the specific forms of reconstruction,content of proposed reconstruction and other issues of residents’ participation.Based on the general situation of Yuexiu District,this paper summarizes the overall characteristics of the location background,housing construction,public space,residents’ participation and other aspects of the old community in Yuexiu District,as well as the possible difficulties in the micro-reconstruction.At the same time,the paper also discusses four basic issues in the micro-reconstruction work of Yuexiu District,such as the reconstruction content,work organization,fund implementation and promotion process,and puts forward andanalyzes the existing problems through qualitative research.In view of the general characteristics of the old communities in Yuexiu District and the micro-reconstruction work practices,the paper selected the Former-Nanhai community micro-reconstruction project in Yuexiu District as a research case,and analyzes the geographical background,house building,public space,and residents’ participation in the community.To sort out the project’s transformation ideas about construction content,work organization,fund raising,etc.According to the progress of the project,the project is divided into planning stage,implementation stage and transfer stage,in order to sum up experience and lessons.Based on the current situation of the old community in Yuexiu District,the working system of the old communities’ micro-reconstruction and the difficulties in project promotion,this study proposes policy recommendations to optimize the old communities’ micro-reconstruction management in Guangzhou,such as clarifying the government functions,optimizing the top-level system design,improving the reconstruction contents and standards,and broadening the renovation funds,etc.With a view to achieving a reasonable,orderly,stable and smooth,benign norms for the old communities’ micro-reconstruction,it will hopefully promote the quality development of urban renewal and stimulate new vitality of old cities. |
