| After several rounds of development,China’s photovoltaic power generation industry has entered the era of "grid access at fair price" and "grid access at competitive price".The new energy subsidies are constantly reduced or even cancelled.If photovoltaic power generation investment enterprises want to achieve good benefits,they must improve the budget management level of the initial construction of the project.The combination of budget management and enterprise strategy,the understanding and positioning of budget management,the integration of budget management and project management at all stages,and the process guarantee of budget implementation are the main problems faced by photovoltaic construction project budget management.This paper uses literature theory analysis method and case analysis method.First of all,through literature collection and field research,it understands the research results and trends in the field of project management and budget management.Based on the common development transfer construction mode in the industry,it analyzes the characteristics and current situation of the current budget management mode of photovoltaic power station construction projects,and discusses the traditional budget management of photovoltaic power generation construction industry.Secondly,the paper puts forward that to improve the budget management mode,it is necessary to strengthen the early calculation of the project and change the cooperative development mode,emphasize the effective integration with the project management process,and realize the budget management of the whole process.In the paper,the author systematically discusses how the photovoltaic power station construction project should transform the project development mode,how to carry out and strengthen the early calculation link.Finally,taking AER photovoltaic power station as an example,it expounds that the construction process of AER photovoltaic power generation project is a good practice of applying improved budget management and finally realizing the investment and construction objectives.This paper discusses how to improve the existing budget management mode,from the strategic point of view,business model,project management control and other aspects to improve the management level,and proposes to strengthen the integration of Finance and business,forming the mutual promotion among budget management,investment development and project management,which is a new project budget management mode. |
