Study On Renewal Strategy Of Industrial Areas In Resource-based Cities In Underdeveloped Areas

Under the background of double repair of cities,developed countries and large cities in China have,after years of research and practice,found a path suitable for their own development stage in the renewal of industrial areas,which has led to the revival of declining industrial areas.However,due to the gradient difference in the development of China's industrial zones and the lack of research and practice on the industrial renewal of the temporarily backward cities in the stage of development,the old industrial renewal of resource-based cities in underdeveloped areas,which are also facing the crisis of industrial recession,has fallen into a development dilemma.Therefore,it is necessary to put forward the adaptive strategy of industrial zone renewal according to the stage characteristics of small and medium-sized resource-based cities in less developed areas.Firstly,through literature reading and successful case analysis at home and abroad,the paper studies the promotion mechanism of industrial zone renewal and the strategy of existing urban old industrial zone renewal.And analyze the applicability of the current strategy.Then,based on the existing urban development data and the investigation of tongling,jingdezhen and other typical cities,the paper summarizes the development characteristics of small and medium-sized resource-based cities in underdeveloped areas in five aspects: ecology,space,economy,society and culture.It is pointed out that the comprehensive competitiveness of cities is weak,the driving force of the renewal of old industrial areas is insufficient,the government finance cannot provide strong financial guarantee for the renewal of industrial areas,and the four development difficulties and challenges of the renewal of industrial areas are lack of strong social support.From three aspects of renewal background,renewal focus and renewal method,this paper puts forward the appropriate transformation direction of industrial zone renewal strategy.Finally,according to the development characteristics of resource-based cities in less developed areas,an adaptive strategy of industrial zone renewal is put forward according to local conditions.Aiming at ecological environment management,the strategy of developing gradient ecological restoration system and adopting suitable low-cost technology is put forward.Aiming at the spatial recession,the paper puts forward the strategy of improving spatial quality by taking livable community as the transformation target.Aiming at the demands of economic revival,this paper puts forward the strategies of deepening resourcebased industries,creating a spindle-shaped industrial structure,and adopting the PEP+XOD development mode dominated by public interests.In response to the development needs of social equity,the paper puts forward the strategies of building a diversified public participation system,giving full play to the functions of non-governmental public welfare organizations,and encouraging a small range of "acupuncture and moxibustion" spontaneous renewal practices.According to the requirements of urban cultural Renaissance,the paper puts forward the strategy of "point,line and surface" multi-dimensional cultural Renaissance.
