Research On Resource Value Evaluation And Renewal Strategy Of Urban Old Industrial Area Under The Guidance Of Sustainable Development Concept

With the convening of the Fifth Plenary Session of the 19 th CPC Central Committee,the 14 th five-year plan for the first time made it clear to implement high-quality urban renewal.Urban renewal can solve the problems in urban development and promote sustainable development.As an old pillar industry of industrial development,the transfer of manufacturing industry will have a huge impact on the old industrial areas in the city.More and more old industrial areas in cities are facing structural recession and are facing many difficulties in the process of transformation,which reveals that the value of resources in old industrial areas has not been paid enough attention,the allocation of resources is unreasonable and even destroyed and wasted,the comprehensive evaluation method is lacking,the renewal mode is single,and the renewal strategy path is lack of pertinence,It is difficult to realize the return of value in pursuit of maximum benefit.Under the background of the new era of high-quality development,urban renewal under the concept of sustainable development pays more attention to the comprehensive cognition of the object value,the diversity of renewal modes,and the efficiency of renewal strategies.How to change the old industrial district renewal from the game of interests to the return of value is the purpose of this paper.This paper aims to establish the resource value evaluation and renewal strategy of urban old industrial areas under the concept of sustainable development,and explore how to realize the value return in the renewal of urban old industrial areas through the progressive process of "resource value cognition","resource value evaluation" and "resource value activation",At the same time,taking the old plant area of Chongqing Iron and Steel Co.as the parallel main line,the empirical research is carried out.Through the analysis,cognition and objective evaluation of the resource value of the old plant area of Chongqing Iron and Steel Co.,the targeted renewal strategy is obtained according to the evaluation results.First of all,in the third chapter,through the study of the characteristics of the old industrial areas in the city,the resource value of the old plant area of Chongqing Iron and Steel Co.is deeply analyzed and combed,which provides the basis for the establishment of the resource value evaluation index system.Secondly,the fourth chapter summarizes the core elements and influencing factors of resource value evaluation system,establishes the resource value evaluation method of urban old industrial areas under the concept of sustainable development,and classifies industrial areas according to the results of resource value evaluation.To understand the resource value of the old plant area of Chongqing Iron and Steel Co.,Ltd.,which is a resource balanced Industrial Zone,and to integrate and analyze the evaluation results,so as to provide suggestions for the renewal and sustainable development of the old plant area of Chongqing Iron and Steel Co.,Ltd.Finally,the fifth chapter of this paper comprehensively analyzes the principles,objectives and Strategies of urban old industrial area renewal.Based on the evaluation and classification results,it matches targeted renewal modes for different types of industrial areas to form efficient renewal strategies.At the same time,focusing on the old plant area of Chongqing Iron and Steel Co.,Ltd.,this paper analyzes its renewal background and sustainable development potential of resource value.According to the three modes,the nested comprehensive renewal and renewal space elements are combined to form the unique renewal mode of the old plant area of Chongqing Iron and Steel Co.,Ltd.,and makes in-depth exploration.Hope to provide a reference for the renewal of old industrial areas under the concept of sustainable development.
