Since the reform and opening up,the process of urbanization in my country has been continuously advancing,and the urban population has increased dramatically.The traditional way of laying urban pipelines has been unable to meet the process of urban modernization.In order to solve urban diseases such as "road zipper","city watching the sea","air spider web" and other urban diseases,urban underground comprehensive pipe corridors have gradually come into people’s sight.However,compared with the traditional direct burial method,the initial investment of the urban underground comprehensive pipe gallery project is huge,and it is not only difficult to meet the needs of urbanization development only relying on government investment and construction.The PPP model can solve this problem well.By introducing social capital into the urban underground comprehensive pipe gallery project,the government can not only relieve the pressure of insufficient government funds,but also introduce advanced construction technology from the social capital to improve its economic benefits.At the same time,it will also bring corresponding social benefits.In order to guide and standardize PPP projects,the Ministry of Finance has introduced a series of policies and standards related to the application of PPP projects in urban underground comprehensive pipe corridors.However,there is no scientific,reasonable and unified standard for PPP project performance evaluation.This paper studies the performance evaluation of the PPP project of the urban underground comprehensive pipeline gallery,and explores the establishment of a comprehensive,systematic and complete urban comprehensive pipeline gallery performance evaluation index system and the construction of a scientific,reasonable and objective performance evaluation method under the PPP model,which is beneficial to the city The research on the improvement of the performance level of the comprehensive pipe gallery project has certain theoretical and practical significance.First,by analyzing the investment and operation of urban underground comprehensive pipeline gallery projects at home and abroad,combined with the research results of domestic and foreign scholars on urban underground comprehensive pipeline gallery,PPP model and performance evaluation,it is pointed out that the performance evaluation of urban underground comprehensive pipeline gallery projects in my country is still in progress.The initial stage.Secondly,the concept,economic attributes and technical attributes of the urban underground comprehensive pipe gallery are explained.Through analysis,it is found that the urban underground comprehensive pipe gallery has the attributes of quasi-public goods,project monopoly,quasi-operability,marketability and economies of scale.At the same time,the PPP model and the performance evaluation of PPP projects are explained,and the feasibility and necessity of the PPP model applied to the urban comprehensive pipeline gallery project are demonstrated,which proves that the PPP model is applied to the comprehensive pipeline gallery project in terms of policy,financing and benefits.,It is feasible in practice.Then,using the principle of balanced scorecard and the method of key performance indicators,the initial indicators of performance evaluation were systematically and comprehensively identified from two dimensions.On this basis,the Delphi method and expert interview method were used to optimize the initial performance indicators.Obtained a comprehensive,systematic and complete full life cycle performance evaluation index system of 38 performance indicators in six major stages from the project establishment stage to the handover stage;through comparative analysis of commonly used performance evaluation methods,while taking into account that the indicator system is both quantitative and Qualitative indicators,and performance evaluation requirements for dynamic and multi-objectives,this paper adopts subjective and objective weighting theory and improved matter-element extension model to scientifically,objectively and reasonably perform the entire life cycle and performance of each stage of the urban integrated pipeline corridor PPP project,Accurate evaluation.Finally,the comprehensive theoretical method and performance evaluation model of the construction evaluation of urban underground comprehensive pipeline gallery,which combines the constructed theory with practice,qualitative analysis and quantitative calculation,is applied to the performance evaluation of the comprehensive pipeline gallery project in M City,and the evaluation model is verified.The feasibility and scientificity,and the applicability and rationality of the performance evaluation index system.The research results fully reflect the overall actual performance level of the project,and at the same time derive the performance evaluation level of each stage of the whole life cycle.The research results of this paper provide a new reference method for the performance evaluation of PPP projects of urban integrated pipeline corridors in my country.It is conducive to the unified performance evaluation and standardized management of the comprehensive pipeline gallery project,thereby guiding the healthy development of the comprehensive pipeline gallery project in my country.
