| As one of the world's top energy storage countries,Russia is also close to China.The energy structure of the two countries is relatively complementary,and there is a deep exchange in politics and culture.Therefore,the two sides started energy cooperation earlier.From the past thirty years to 1991,cooperation has not been smooth sailing.In the four years from 2000 to 2004,it was once put on hold.Afterwards,due to changes in the world economy and politics,Sino-Russian energy cooperation has reheated and warmed up all the way.Today,the two countries have carried out cooperation on various energy sources such as oil,natural gas,coal,and even new energy.From 2016,Russia has become China's first major crude oil importing country.With the gradual development of energy cooperation between the two sides and the changes in the internal and external situations faced by the two countries,the energy cooperation between the two countries has gradually changed into a changeable cooperation in the context of the “Belt and Road Initiative”.More and more enterprises and other civil forces have begun to participate.Among them,there are also more conditions and factors that indicate the two countries' joint response to the "Asian premium" phenomenon.In the context of the “Belt and Road Initiative”,the two countries have different conditions for energy cooperation,such as having a good energy cooperation foundation,a strong willingness to win,a new silk to provide a safety bridge,and a high degree of energy supply and demand complementarity.The interests of the parties,combined with the differences in culture,future development direction,and national positioning,make their respective interests appeal very different,sometimes even conflicting.China needs energy security,promotes economic development and achieves a sound and sustainable development,and realizes the great rejuvenation of the Chinese nation.Although Russia has not been as good as before the disintegration of the Soviet Union,its political and world-like structure still has its own economic and political aspects.The interests of the interests,and the strong resource endowment has become a powerful weapon on the world stage.In the energy cooperation,affected by these factors,the two sides play against each other and even compete.In addition,the lack of a complete energy and financial system for the “One Belt,One Road” energy strategy is also a major challenge for Sino-Russian energy cooperation.This paper mainly analyzes the important issue of Sino-Russian energy cooperation from the qualitative and quantitative dimensions through the method of normative analysis.This paper first analyzes the background and significance of the “Belt and Road” strategy,and summarizes the current research status of energy cooperation at home and abroad.By expounding the concept of “One Belt and One Road”,combining the regional energy security theory and geopolitical theory,energy game theory,etc.,it reviews the development history of Sino-Russian energy cooperation and the status of energy cooperation between the two countries in the fields of oil,coal,natural gas and new energy.Analyzed and analyzed the current situation and cooperation areas of energy cooperation between China and Russia in the context of the Belt and Road Initiative,and proposed the mode and mechanism of Sino-Russian energy cooperation under the Belt and Road Initiative,and finally put forward countermeasures and suggestions for energy cooperation.The final analysis of this paper proposes that if the two countries want to further strengthen energy cooperation,they must also solve the challenges they encounter,strengthen energy infrastructure construction,attach importance to energy security,improve the financial market system,and truly establish identification cooperation.In addition to the win-win concept,it is also necessary to strengthen institutional assumptions and continue to expand the areas of energy strategic cooperation between the two sides. |
