The Research On The Path And Strategy Of Transformation From Development Zone To Innovation District

With the advent of the era of knowledge-based economy,innovation has become the core driving force and decisive factor of economic development.The concept of"innovation district"has been proposed and valued.The construction of innovation district has gradually become an important choice for countries and cities to enhance their competitiveness.In the new round of global economic development,as an important engine of local economic development,the development zone must establish a new functional orientation,leading innovation-driven development.The advantages of relying on labor force and capital drive have been weakened,development zones face the demand of transformation.At the same time,the national economy needs to stimulate the economic development,after entering the new normal of China's economy.Therefore,the transformation of the development zone to the innovation district is the common demand of the internal and external situation.Based on the theories of economics and geography,this paper aims to explore the construction paths and strategies of the transformation for development zones to innovative urban areas,from the perspectives of economic management and urban planning.Based on relevant theories and practical cases of innovation district,this paper summarizes the development rules and basic concepts of innovation district,including the basic development conditions,the elements and the main features of innovation district.Combined with the development concept of the innovative district and the characteristics of the development zone,it is concluded that the development zone needs to have three main elements in order to develop into an innovative urban area,including innovation subject,innovation network connection,and innovation space environment.This paper analyzes the connotation and requirements of the three major elements,and then builds the innovation system of the development zone.On this basis,this paper proposes three basic path,improving the industrial innovation level,improving the innovation subject development system,and scientifically planning the physical space environment,in order to create a perfect innovation ecosystem,and thus promote the transformation of the development zone to the innovation district.In addition,this paper takes Yinhu Development Zone as an empirical object,and study the implementation strategy of its transition to innovation district.Firstly,based on the established innovation system model,the level of innovation system construction in Yinhu Development Zone is evaluated,and it is judged that it has the basic conditions for the development of innovative urban areas,also the shortcomings are pointed out.Therefore,the paper proposes the implementation path and strategy suitable for the transformation of Yinhu Development Zone.On the one hand,it is recommended to formulate industrial upgrading strategies.On the other hand,establish a "innovation circle" of industry-university-research collaboration through regional linkage,and improve the innovative service system,so that constructing the innovation organization system of Yinhu Development Zone.In the third aspect,it is recommended to plan innovative industrial land,and to propose different mixed land layout patterns,so as to optimize the spatial resource layout and configuration.
