By the end of 2018,35.cities on the Chinese mainland had opened urban rail transit,with 185 routes in operation,with a total length of 5,761.4 kilometers.There are seven types of urban rail transit lines in operation at the same time.Rail transit is an important part of urban transportation,which can effectively relieve traffic congestion.For urban residents,the punctuality,stability,high speed and low price of rail transit bring them great convenience.However,the construction of rail transit needs a large amount of capital and the project is complicated.If a city blindly builds rail transit,it will not only bring a huge economic burden to the municipal government,but also affect the construction of other projects in the city,and it will not be able to reap the benefits due to the rail transit after completion.Only four cities--hangzhou,Qingdao,shenzhen and Beijing--broke even in 2018,and the remaining 24 were operating at a loss,according to incomplete statistics on 28 cities(excluding municipal fast track and tram data).With the help of the cloud model,this paper makes acomprehensive evaluation on 11 second-tier cities that have not yet built and operated urban rail transit in China to evaluate whether these cities are suitable for the construction of urban rail transit,that is,to evaluate the suitability of urban rail transit construction.Starting from the four aspects of urban economic development,urban geographical characteristics,city size and bus commuting,this paper follows the selection principle of evaluation index system,establishes a relatively complete evaluation system of suitability index of urban rail transit construction,and calculates the weight of each index with analytic hierarchy process(ahp).A comprehensive evaluation model for the suitability of urban rail transit construction based on cloud model is constructed.For index fuzzy evaluation,evaluation method of cloud model,the qualitative index of the evaluation grade bilateral constraint method,and the specific algorithm of evaluation result is obtained based on cloud model,entropy and hyper entropy index cloud formation,combines qualitative indexes and quantitative indexes cloud cloud obtained 3 indicators,starting from the grassroots cloud model superposition of step by step,finally form the comprehensive evaluation of cloud model,and using a PYTHON program to generate cloud,according to the scale of cloud judgment city urban rail transit construction suitability of the corresponding level,the comprehensive evaluation results.Finally,according to the evaluation results,the reasons of "inappropriateness" are analyzed,and some Suggestions for optimizing urban public transport are put forward.
