As a super large-scale construction project,nuclear engineering has the characteristics of larger scale,longer construction period,more complex technology,stronger engineering system and higher safety risk compared with general construction projects.The same company will undertake many nuclear engineering projects at the same time.The different types of reactor,project management modes and construction stages lead to different safety risks,key points of control and difficulty of control,which makes it impossible to objectively and truly quantitatively evaluate the safety performance of different projects of a company.Therefore,it is of great significance to build a quantitative evaluation system of safety performance that can adapt to different nuclear engineering projects or different construction stages of the same nuclear engineering project.It can quantitatively measure the safety management performance of the company's nuclear engineering projects,improve the shortcomings,and promote the continuous improvement of the company's safety management level.On the basis of investigating the current standards and norms of safety performance evaluation at home and abroad and related practices,this paper puts forward a safety performance evaluation system of nuclear engineering projects,which consists of evaluation content,evaluation index score,quantitative evaluation method and quantitative evaluation grade standard,using process method and quantitative evaluation method,taking risk management as the core and according to goal-oriented principle.The price system includes 12 management elements of management standardization and 3 management elements of site standardization.The suitability and validity of the quantitative safety performance evaluation system are verified by the practice and application of the nuclear engineering project department and the comparison with the conclusion of the same project safety performance evaluation by international standards.At the same time,the evaluation system can effectively quantify the safety management performance of different nuclear engineering projects,improve the shortcomings,and promote the systematic improvement of the safety management level of nuclear engineering projects.Therefore,the evaluation system is of great significance not only for the safety performance improvement of single nuclear engineering projects,but also for the safety performance comparison and improvement of multiple nuclear engineering projects under the same company.
