With the continuous development of the building design industry and it’s intensified marketing competition,the Human Resource Management has been one of the core source of this sector in acquiring highly competent and skilled personnel that fits to the work standards of these design enterprises.This outsourcing of talents ensures the effective advantage of the companies over the other competitors.Project Managers are core employees of public building design enterprises and plays an important part on their work structure.The Human Resources main roles are to introduce highly skilled project managers and the retention of talents which is the key to the sustainable development of the work environment.A good guiding role in improving the work efficiency and enthusiasm that will both ways benefit the employees and the enterprises of the design industry.The research uses case analysis and questionnaire survey methods to study the incentive mechanism of project managers of public building design enterprises.They are surveyed and interviewed based on the incentive theory and the actual situation of public design company A.The project manager’s incentive status and work related problems are analyzed,and then design the incentive mechanism for the project manager of public design company A.The conclusions of the study are as follows:The existing incentive mechanism for project managers of public building design enterprises is mainly based on salary incentives,negative incentives,and phased incentive mechanisms.The proportion of economic incentive factors is very high and the results of the questionnaire survey shows the incentive effect of the existing incentive mechanism is not significant.Mainly including problems such as lack of pertinence of the incentive mechanism,insufficient spiritual incentive factors,and inadequate incentive mechanisms for compensation and benefits;based on incentive-related theories,study the optimization design and process of the incentive mechanism.From the perspective of dynamic cyclical incentives,the optimal design consists of a process that comprehensively considers the needs of the incentive object,incentive motivation,incentive behavior,and incentive target.The optimization of the core content of the incentive mechanism is mainly utilized from four aspects:salary and welfare incentives,performance incentives,training incentives,and spiritual incentives.
