Research On Risk Management Of Expressway Project Based On PPP Mode

As China's economic reform enters into the deep water area,how to improve the efficiency of capital use in the construction of large-scale infrastructure projects such as expressways has become a hot issue.The PPP model to attract social capital to participate in the construction of highway investment has become an effective way to solve the problem,which is one of the development models of the government.However,due to the development and application of PPP mode in China is still in its early stage,and various policies,laws and regulations are not perfect;moreover,PPP mode has large capital investment,long construction period,complex structure,and many project risks and great uncertainty;therefore,as a relatively weak social capital party in the PPP mode,how to participate in the PPP mode of Expressway and other large-scale projects Better risk management and control in infrastructure construction has become a problem worthy of study.This paper takes the Expressway-Xunlong Expressway constructed by PPP mode as an example.First of all,using the brainstorming method and Delphi method to identify all kinds of risks of Xunlong expressway project for the first time and the second time,and using the risk supervision theory(RBS method)to decompose and classify the identified risks.Secondly,a three-level index system is constructed from the three levels of country,market and project,and the fuzzy comprehensive evaluation method and AHP are further used to evaluate the risk of the project.Finally,according to the results of risk assessment,the corresponding risk response strategies are given for each risk item of the project.The characteristics and innovations of this paper are as follows:Based on the new perspective of social capital,the risk analysis of the whole project is carried out,and the corresponding risk countermeasures are given.It makes up the shortcomings of the existing research,provides the social capital with the corresponding risk control ideas,improves the risk management level of participating in PPP projects,and effectively solves the practical problems.
