Project Risk Research On Comprehensive Risk Management Of Expressway PPP Project

With the continuous development of China’s economy and society,the demand for public products and services continues to grow,especially in the transportation industry.As an important part of the transportation network,expressways are playing an increasingly important role in promoting economic development and ensuring people’s livelihood.At present,China’s economic reform has entered the deep water area,and the government’s finances have been tightening day by day.Social capital has become an inevitable choice for using its capital and technology to enter the field of highway construction.The PPP model is an effective way to attract social capital to participate in expressway construction investment.It not only solves the problem of insufficient funds,but also meets the needs of the public.However,because the development and implementation of China’s PPP model is still in its infancy,many policies,laws and regulations have not yet been perfected.The PPP model has the characteristics of large capital investment,long project construction and operation cycles,and numerous stakeholders.In particular,the implementation and management of expressway projects is a continuous and dynamic management practice process.Project management will be affected by uncertain internal and external factors,which puts forward high requirements on the risk management of highway projects.For this reason,the risk factors existing in highway projects under the PPP model need to be accurately and comprehensively defined,and effective countermeasures to each risk factor should be taken accordingly.This paper mainly includes the following parts.First of all,by consulting a large number of domestic and foreign documents,the definition,classification,advantages and disadvantages of the PPP model are analyzed,and the definition and process of project risk management are combed to provide a theoretical basis for this article;then,the literature analysis method and the brainstorming method are used respectively.With the questionnaire survey method,three risk identifications were carried out on the highway PPP project of Y Province,and the core risk factors of the project were determined;then through the construction of a risk evaluation index system,it was constructed in two index levels(criteria level and risk level)in turn The corresponding judgment matrix is checked for consistency based on the judgment matrix,and the weight is calculated.Then use the analytic hierarchy process to calculate the weight of each risk,and get the risk factors that need to be given priority in the project.Finally,the corresponding risk management and control measures are formulated,which has theoretical significance and practical value for the risk management of the project.
