Expressway is closely linked to the development of national economic. The construction project of expressway has the characteristics of long cycle, large construction quantity, high technical requirements, various involved participants and large investment. And there are also many uncertain factors during construction which will affect the proceeding of project. In order to determine the feasibility of expressway construction project, and acquire expected economic benefit, research on risk management for expressway project is needed.Based on project management theory, this paper introduces BOT mode and EPC mode which are common used in engineering, analyzes their operating characteristic and working process. On the basis of these two modes and the application of BOT-EPC in expressway construction projects, conclude the operation process of BOT-EPC mode as well as its advantages and application scope. Systematically analyze the risk management of project in BOT-EPC mode by researching the data in risk management field. Then, this paper takes the risk management of expressway under BOT-EPC mode as study object to research the project risk management progress of expressway in detail. Use qualitative and quantitative methods to describe the risks and define the grade of risks based on risk theory, classify the risks according to the three-dimensional decomposition diagram. Study the risk identification method and risk assessment method which are common used in construction projects.Analyze all risk factors encountered in the risk assessment of expressway project based on BOT-EPC mode, and describe the origin of risk. Use grey system theory and risk assessment system based on group decision support to research the risk identification and risk assessment of the project. Considering the fuzziness of risk factor of expressway construction project and uncertainty of information, establish fuzzy comprehensive evaluation model for BOT-EPC project.This paper takes the construction project of GF expressway as example to acquire the second level risk assessment index system. Use expert investigation method to grade each risk factor. Build up fuzzy comprehensive evaluation model to evaluate the project, judge the feasibility of the project, analyze the influence extent to the project of each risk factor, and then take corresponding countermeasures and risk control measures.
