China's real estate industry has been flourishing for more than two decades,since July 1998,when the State Council promulgated the Notice of the State Council on Further Deepening the Reform of Urban Housing System and Speeding Up Housing Construction(National Development Department(1998)No.23).Meanwhile,system,procedure and standard in real estate development have went through constant evolution and optimization.For instance,construction technologies,economy,project management and legal system in real estate development consummate against the background of the pullulating industry.Over the past few years,competition in real estate industry has been intensified due to the synthesized factors that political,economic,financial and social environment of real estate market all underwent dramatic changes.Mergers and reorganization have thus followed.Even some economists put forward:" in the future merely 20%of developers could survive in China,the rest will wither away"(Ma Guangyuan,2019).Faced with the grim situation,real estate developers have to hone their fine management in order to adapt to the development.The fine management of real estate developers involves service,quality,schedule,cost,design,among others.This thesis exclusively studies the cost management of construction projects from the perspective of "cost".This thesis firstly expounds the theoretical knowledge of cost management;secondly reflects the status quo of real estate developer's cost management practice via real cases and projects;thirdly studies and establishes the cost management system based on the current situation,and finally showcases the methods and ideas of cost management before readers in a comprehensive way.Beginning with the "cost management of organization and people",the research hereof,in line with the progress of construction project,establishes the cost management system by covering such critical contents as target cost,cost measurement,maximum price,bidding and tendering analysis,contract standardization,dynamic cost and back-to-back review of payment settlement.In addition,this thesis also involves in-depth studies and provides solutions to defects that exist in cost management practices.Through application of the progressive cost management system in this thesis,real estate developers can not only be overall familiar with the cost management during the entire construction period,but also effectively master the management of the target cost.Ultimately,the target cost of real estate development project will be accomplished.
