close relationship between the promotion of people's lives and the people's lives.With the rapid development of the domestic economy,the government is increasing investment in construction projects.However,many companies are still relatively lacking in the perspective of cost control of construction projects.Currently,domestic construction companies are still relatively extensive in the perspective of cost control of construction projects,and the management and control process still takes The main experience is that there are many problems such as unclear positioning of cost control,unclear responsibilities,unreasonable control procedures,unreasonable control and control measures,and long-term out-of-control situations.This has led to vicious bidding,which not only gives us a construction market.This has brought great troubles.This kind of situation has caused the company's revenue and development potential to be compressed.The application of more effective cost management is also a management and control target that is of great concern to Party A.Selecting Ke Xu's cost structure,control,and analysis measures to promote and ensure reasonable verification costs is also a problem that the engineering side must face.Therefore,it is necessary to explore measures that are consistent with the cost control of domestic construction projects and guide construction projects to carry out cost management,which is of high value to the optimization and control of construction projects.This article will use the actual training base construction project of the economic management cadre as a case to carry out the status of the cost management process and its causes,and use the target cost,dynamic cost control measures to improve cost management.Various types of protection measures are sought from the perspectives of economy,technology,and organization,and corresponding theoretical support is provided for this project's cost control.This paper first elaborated the actual status of cost management.Then the research methods of the training base construction project of the Jilin Provincial Economic Management and Management Institute were described and introduced: literature reference method,microscopic and macroscopic analysis combined method,theoretical and practical combination method..On the basis of literature and theory,the advantages and disadvantages of cost control methods for real estate projects at home and abroad were clarified,and the ideas for designing cost control programs for this project were discussed.Secondly,it analyzes the actual situation of the first-phase cost management of the construction of the training base of the Jilin Provincial Economic Management and Management Institute,and then learns about the status of the cost control in all steps of the project construction.Through the investigation in the construction area,the Problems in project setting and bidding,project construction and settlement were followed,and the causes of each step were explained.Revisiting the second-phase cost control of the construction project of the training base of Jilin Provincial Economic Management and Management Institute,we propose an improvement plan to subdivide all the contents covered by the cost to each organization,standardize the bidding process and the contract execution process,and ensure that the price control in the contract is In the category of target costs.Form a dynamic cost monitor account,register real-life design changes,on-site visas and project payments to the account with months as the limit,implement cost variance studies,and warn of cost overruns that have a certain probability,and enhance construction sites.The district's cost control will use more effective measures to reduce its cost expenditure for those that exceed the budget or related departments.When the project is completed and begins to be paid,it is necessary to examine whether the project volume is accurate and whether the project funds are reasonable,and some invalid costs shall be deleted.Finally,the project proposes cost management safeguard measures to ensure that project cost control is within the scope of the target red line.First,it must create a cost concept for all employees,create a target cost responsibility system,and implement a target cost responsibility mechanism.The construction,cost,marketing,finance,and other agencies must cooperate well to achieve the goal of cost control overall.Secondly,it is necessary to improve the design plan in advance,use excellent techniques,raw materials,and technology to strictly control the quality of the project.Finally,it is necessary to control and control the labor costs,material costs,and installation costs with more objectives.The management and control measures should be enhanced in terms of project sales and financial benefits,and cost and expenditure should be managed and
