Research On Total Target Engineering Cost Integrated Management Under Bill Of Quantities Bidding Mode

China as one of the most rapidly developing countries，the construction industry is thepillar of the national economy industry. Quality，safety and civilized construction，progressand cost target for engineering construction project have a mutual connection，mutualinfluence and mutual constraints relationship. Only to properly handle the relationshipbetween them，can we ensure the project in a safe，reliable construction quality level andfinish it according to the plan，and achieved good economic and social benefits.As the bill of quantities bidding mode to a premise，considering project multi-objectiveand the problem of engineering cost management，this paper launches the theoretical researchand practical exploration.（1）According to the traditional integration management theory，combining with thecharacteristics and principle of the system theory，the author put forward a new concept aboutConstruction project total target engineering cost integrated management，analyzed itscharacteristics and significance.（2）Qualitatively analyzed as well as quantitatively analyzed the relationship betweenproject quality，safety and civilized construction，progress target and cost target，and gave amathematical expression for this relationship，providing a theoretical support for exploring aset of specific technical method to total target cost management.（3）On the base of studying the FIDIC contract conditions，put forward a projectsettlement payment calculation formula that is proper for total target cost management，anddeeply studied the parameter estimation program in the formula. Then，the author gave somesuggestions about the relevant provisions of the contract price existing in project biddingdocuments for our country，and explored the procedures of project bidding work.（4）Based on the improved bill of quantities bidding mode，proposed the strategy forconstruction enterprise total target cost management，associate quality，safety and civilizedconstruction， progress and cost targets，formulate a monitoring index system that reflects thefour major target；Determine the cost management target and control standards，and thendynamically control four goals.（5）Choose Qinghai province Culture Art Museum Project as an engineering exampleto empirical analysis and simulation，according to the improved bill of quantities bidding mode and project target cost integrated management，and then compared with the traditionalengineering bidding and project construction management pattern.（6）In view of the inevitable limitations of improved scheme，put forward feasibilitySuggestions about how to effectively apply the total target engineering cost integratedmanagement model in our country，including three aspects：cost control system for owners，the target management principle for contractors and promoting the informatizationmanagement.Through the research on total target of engineering cost integration management theoryand methods under the bill of quantities bidding mode，making engineering cost effectivelyreflect the actual level of the engineering safety，quality and progress. On the other hand，ithas certain practical reference value for contract both sides in engineering project total goal，and the whole process dynamic control and management.
