China's construction enterprises have begun to introduce the performance appraisal system in recent years,to achieve the modern management,and enhance the control the construction safety,the construction quality,the progress and the operating costs.However,due to the diffierence of the enterprise structure,the industry and many other factors,the conventional performance appraisal system is often difficult to directly apply to China's construction enterprise,and also largely affect the appraisl effect.The construction general contracting project department is taken as the research object in this paper.Firstly,the status quo of the performance appraisal of a general contracting project department in Beijing is analyzed by data analysis and questionnaire,and the main reasons for the failure of performance appraisal are discussed in detail.According to the results,combined with the structure and objectives of the construction general contracting project department,we get a complete and applicable performance appraisal system,and we discuss the implementation and safeguard measures of the performance appraisal system.Finally,the main conclusions are as follows:(1)The existing performance appraisal system of the project department is difficult to evaluate the employee's work behavior and work performance effectively,nor can it provide a positive incentive and guidance to the staff.The main problems of the existing assessment system include the selection of assessment indicators,the assessment method is unreasonable,the results of the feedback and the implementation of complaints lax,the application of a single test results.(2)In order to make a comprehensive and objective evaluation of the performance of the staff of the project department,this paper puts forward four basic performance evaluation indicators and corresponding refinement indicators of job performance,work ability,work attitude and learning and development.Based on the analytic hierarchy process the weight of each index is calculated,after a detailed study of the time,the appeals system and the result of the performance appraisal system,the performance appraisal system of the general contracting project department is completed.(3)According to the characteristics of the project department,the safeguard measures implemented by the performance appraisal system are designed in the aspects of personnel organization and system construction to ensure the application of the performance appraisal system of the project department.The preliminary application of this system in a general contracting project department in Beijing shows that the performance appraisal system can effectively evaluate the performance of employees effectively,and finally provide effective guarantee for the standardized management of the project department.The construction of the system is also of great significance to other construction general contracting projects.
