In the municipal engineering,the sewage treatment plant project has certain particularity.The purpose of its construction is not to make profits,but to benefit the society and the people.However,because of the large amount of work,high investment,land compensation and other issues,it has a greater risk.How to evaluate the risk scientifically and take positive measures to deal with and monitor is the key to do this kind of project well.The research of related topics has both theoretical and practical value.H District sewage treatment plant expansion and relocation project is a project proposed along with H city's urban development planning,which tends to solve the problem of people's sewage treatment.How to evaluate the possible risks scientifically is worth pondering,and it is also the key to ensure the smooth completion and operation of the project.Under the guidance of project risk management theory,this paper takes the expansion and relocation project of sewage treatment plant in H District as an example,starting from the necessity of project construction,on the basis of preliminary risk identification,combined with AHP and fuzzy evaluation method to evaluate the risk degree of the project,and evaluated the risk response strategies,pointed out the phased effect,summarized the experience and reference,and pointed out the shortcomings Then put forward specific countermeasures.The results show that the risk degree of the expansion and relocation project of the sewage treatment plant in Block H is medium.If the measures are properly controlled,it is expected to reduce the risk to a low level;otherwise,it may induce high risk.In the stage of investment decision-making,the trend of risk change is basically the same as that of the target level.Although the risk in the project preparation stage is of medium level,if not paid attention to,it is likely to induce high risk;appropriate countermeasures will also effectively reduce the project risk in this stage.The total risk level of the project construction stage is low,but the risk of this stage is not easy to control,and it will be affected by many uncertain factors.The risk in the completion and operation stage is medium risk,and the change trend is basically the same as that in the expansion and relocation project of sewage treatment plant in Block H,reflecting that the risk level may also be improved in the completion and operation stage due to the lack of some risk response measures.After taking the corresponding risk prevention and control measures,although the project has achieved certain social and economic benefits after completion,there are still some problems.Therefore,it is necessary to strengthen the response to risks in various stages based on the whole process management idea,especially to strengthen the response to key risks such as capital plan risk and project construction quality risk.This is also the biggest inspiration of this case for other similar projects.On the one hand,the study of this paper is conducive to H District and the project construction unit to correctly examine the risk management and control problems existing in the relocation and expansion project of sewage treatment plant,so as to better avoid the project risk;on the other hand,it is also conducive to other government projects to learn from this example,so as to avoid the risk of government investment projects as much as possible.
