Study On Policy Implementation Of Ladder Electricity Price For Residents In Ningxia Hui Autonomous Region

Since 2012,residents of the Ningxia Hui Autonomous Region have implemented a tiered electricity price policy for eight years.The implementation of the policy has produced many positive effects and exposed many problems.This paper systematically sorts out relevant research at home and abroad using a literature research method,clarifies the research topics and research objectives,and adopts the form of a questionnaire survey to conduct a questionnaire survey on the effect of the implementation of the resident ladder electricity price policy in the Ningxia Hui Autonomous Region to obtain information on residents’ satisfaction And draw valuable conclusions from it.Through statistical analysis,this paper specifically studies the electricity price problem of residents in Ningxia Hui Autonomous Region.The research mainly found that:(1)The pricing mechanism is marginalized and cannot truly reflect the cost of power generation.The pricing mechanism for feed-in tariffs is not flexible enough,which limits the development of real-time pricing mechanisms;(2)The policy enforcement body does not have an effective coordination mechanism,and the communication procedures are very cumbersome,reducing the communication The efficiency and the incomplete coordination mechanism of the executive body have caused a great obstacle in the implementation of the policy;(3)Residents lack of awareness of the tiered electricity price policy,the promotion of electricity price implementation units is not in place,and the government and power companies need to further improve Service level;(4)The external environment for the implementation of the tiered electricity price policy is not perfect,and it is necessary to promote the development of a collaborative mechanism between the government,power companies,management departments,and third-party institutions.Although there are many problems in the implementation of the tiered electricity price policy for residents in Ningxia Hui Autonomous Region,including the policy itself,as well as the implementation environment and the main body of implementation,the tiered electricity price policy has still achieved many positive effects,such as the increase Rationality,reduced waste of power resources,etc.This article finally puts forward suggestions on various issues:(1)To increase the pricing influence of power generation companies,build an effective electricity pricing mechanism,and promote real-time electricity pricing(2)Strengthen the coordination mechanism between power companies,establish a coal-electricity mutual protection linkage mechanism,promote the optimization of the power supply structure of the power industry,and attract private investment nationwide;(3)strengthen the publicity and education of residents on stepped electricity prices,The government should take citizens as the government’ s customers,actively serve people,improve service quality and level;(4)build a good implementation environment for policy implementation,straighten out the relationship between the subjects,coordinate the work,and establish a perfect power supervision The evaluation system supports the development of third-party institutions and encourages banks to cooperate with power companies.
