Residents' tiered electricity price is a pricing strategy based on the total annual(monthly)electricity consumption of residents and charging different electricity prices for users with different electricity consumption,so as to improve resource utilization efficiency and promote social equity.Although there are many benefits of tiered electricity pricing,there are also many problems in its implementation.For example,in the process of the implementation of tiered electricity price of residents,there is the phenomenon of separation between people and households,which leads to the difficulty in the distribution of electricity meters.The unreasonable setting of residents' tiered electricity price leads to the serious cross-subsidy phenomenon,which is not conducive to social equity.The main purpose of this study is about the current residents ladder electricity price has been step number and pricing to make further discussion,aiming at the problems in the implementation of the current residents ladder electricity price,optimizing idea and scheme is put forward,and the likely impact of several optimization schemes are analyzed,and the design more reasonable ladder electricity price policy,to improve the efficiency of energy utilization,reduce the cross subsidy,promote energy service fairness.The scheme design of tiered electricity price mainly includes the determination of frequency and price.This paper first introduces the concept of tiered electricity price and related theories,then selects 10 different regions in China as the research object,calculates the relevant gini coefficient and the discrete coefficient of electricity consumption,and uses the five-bisector ratio difference value to reflect the difference degree of electricity consumption in each region.Then,the rank sum ratio method is used to divide the number of tiered electricity price in different regions,and the rationality of the frequency of tiered electricity price is analyzed.Then,one of the regions is selected as a research case,and according to the data of the statistical yearbook of the region and the household survey yearbook,the data of electricity consumption,consumption expenditure and income of users of all income levels in the region are obtained.For users in different expectations of power consumption change after ladder electricity price plan data,this paper uses the utility function of different income levels of residents to evaluate the changes of electric power demand,according to the expected power consumption change data,analyzes the ladder electricity price scheme of each different income levels of residents of electricity bills and sell electricity company earnings.Finally,this paper selects indexes from different dimensions to evaluate the optimized step-pricing scheme,and puts forward policy Suggestions for the optimization of step-pricing scheme.The main conclusions of this paper are as follows: at present,there are some problems in the tiered electricity price policy of residents in China,such as the need to further optimize the frequency of gradation,the gradient of electricity price is not obvious enough,the effect of tiered electricity price is not given full play to,and cross subsidies still exist.The scheme and policy of residents' tiered electricity price optimization proposed in this paper can help residents reduce unreasonable electricity consumption,reduce the cost of electricity consumption,increase the economic benefits of electricity selling enterprises and promote social equity.
