Research On The Gradient Of Electricity Price And The Countermeasures Of Chengdu Residents In Sichuan Province

In recent years,China’s economic growth has grown rapidly,but there are also corresponding problems,such as the lack of energy and environmental problems.And China’s coal price has been high,so the cost of environmental protection also increases.And coal prices is closely related to the electric power industry occupies an important position in the energy sector in our country,although the price of electricity is rising,but residential prices did not grow,has been at a low level,and its adjustment is small,low frequency,compared with industrial and commercial users and agricultural users advantage,this phenomenon causes residents in terms of no saving consciousness,to establish a resource-saving society.Therefore,China puts forward the relevant policy of residential electricity ladder electricity price,in order to achieve the policy goal of energy saving and cost improvement.The policy was implemented on July 1,2012,with the scope of implementation reported in 29 provinces,municipalities and autonomous regions.Due to the special design form of this mechanism,enterprises can achieve the goal of high efficiency and fairness in the realization process.Before the residential tiered electricity price mechanism was implemented in China,this mechanism has been used in many other countries.China implemented the policy relatively late,so it is still necessary to explore the process.It is necessary to study the implementation process of the policy based on the current national conditions,energy utilization and the current situation of power enterprises.This paper takes public policy making theory and ladder price theory as the research basis,using literature research method,questionnaire method and case analysis of Chengdu,Sichuan residents ladder price policy gradient setting and corresponding countermeasures,first with the development of the policy history and characteristics as the starting point,summarizes the implementation of the policy.next,By the method of field survey,Related problems existing in the gradient setting of residential ladder electricity price policy in Chengdu,Sichuan Province were found,For example,the low starting point of the price gradient,the small amplitude of the second step and the small gap between the price of each gradient,And to analyze the causes of such problems,The reasons for these problems are the reduction of the timeliness of the residential ladder electricity price policy,the increase of the household electrification level and the change of the power supply cost,Finally,based on the previous related questions,Redesign of the ladder power quantity,And set the ladder price of electricity from the Angle of the season,In order to further improve the ladder electricity price policy scientific,practical and reasonable.In order to promote the scientific and rational improvement of the ladder electricity price policy in Chengdu,Sichuan Province,the electricity consumption level of Chengdu residents can be guaranteed,so as to promote the comprehensive development of the city’s economy.
