| With the reform of state-owned enterprises further development.Hebei Port Group is at the crossroads of transformation.Facing the external situation and internal reform pressure,It tries to put enterprises in a favorable position in the marketization transformation by streamlining personnel,formulating staff and competing for posts.At the same time,as a pillar of enterprise development,middle management personnel are shouldering the responsibility and mission of reform and development.Scientific selection,appointment and evaluation of them is a scientific way to enhance the comprehensive strength of enterprise human resources.The study found that the current management assessment of the company’s existing middle management personnel is insufficient,and a scientific competency evaluation model needs to be built to realize the scientific evaluation of middle management personnel.This not only enriches the theory of competency evaluation of middle management personnel in state-owned enterprises,but also puts forward feasible suggestions for selection,appointment and evaluation of middle management personnel.This paper takes the middle managers of the Second Port Branch of Qinhuangdao Port Co,Ltd.as the research object.Firstly,based on the research of domestic and foreign literatures on competency theory,this paper elaborates the theories related to competency,competency model,modeling method,evaluation and evaluation method,laying a theoretical foundation for the construction of competency evaluation model.Secondly,combined with the actual of the company,this paper analyzes the current situation of middle management personnel and the problems and reasons in the assessment and evaluation,and concludes the necessity and feasibility of constructing the competency evaluation model.Thirdly,by using the literature research method,behavioral event interview method and importance assessment method,the factors conforming to the competency characteristics of the middle management personnel of the company are selected to construct the competency evaluation model and determine the weight of evaluation indexes.Finally,based on the evaluation results,this paper proposes promotion strategies for middle managers,and studies the application of competency model from the perspectives of selection and appointment,training and motivation.Combined with quantitative analysis and qualitative analysis,this paper enriches the theory of competency evaluation of middle-level managers in state-owned enterprises.It not only provides theoretical basis for the competency evaluation of middle-level managers in the SecondPort Branch of Qinhuangdao Port Co.Ltd.but also provides practical reference for related fields of state-owned enterprises. |
