Qinhuangdao Port is a large port with100years of history, which is located in central Bohai Bay. It is the world’s largest coal export port which operates major transportation arteries for west-to-east, north-to-south, and winter coal transfer in China. It mainly engages in coal transportation and trades in containers, bulk cargo, crude oil, chemicals and other cargo as its supplement, which develops a mode based on energy supplies transport and aided by other goods. As its throughput capacity of235million tons, Qinhuangdao Port has a very important strategic position in the development of national economy. In2011, the State Council approved "the Development Plan for Hebei Coastal Areas", which considered the development of Hebei coastal areas as a national strategy. Therefore, the development of shipping and port operations in Hebei will face a new challenge at the same time.Port waters are traffic accident hotspots which are also severely affected by the maritime accidents. However, as the volume of traffic grows rapidly, it should be paid more attention to the navigation safety in Qinhuangdao Port. Based on the investigation and analysis of natural conditions and navigable waters in Qinhuangdao fairways, this paper analyzes some factors that affect inbound and outbound navigation safety in Qinhuangdao Port and identifies the evaluation index system. It also evaluates the navigable environment in Qinhuangdao Port by using a fuzzy comprehensive evaluation model.This paper aims to provide valuable preferences for the safe navigation and reduce maritime accidents in Qinhuangdao Port.
