Qinhuangdao Port output the coal and crude oil primarily, so the function is single, Coal transportation has a dominant position in Qinhuangdao port. But only through the transport of coal, while ignoring the comprehensive development of Qinhuangdao port, It will bring adverse consequences on the port competitiveness. Especially in the big environment falls of intense competition in today’s northern coal port, for example, Tianjin port, Huanghua port and Caofeidian port are all developing the transportation of coal, which will certainly cut down the resources of Qinhuangdao port. In order to improve the comprehensive function of the Qinhuangdao port, and to speed up the business development of Qinhuangdao port’container transportation, it is necessary to analysis and evaluate the west port、the east port and the Shanhaiguan port systemly, And the find more suitable port for the development of container transportation.This paper first introduces the current situation of China’s economic development situation and the Bohai Rim region’s economic development profile and port development of container transport, and analysis of the need for the development of container transport in Qinhuangdao Port from the external environment; And then introduce the natural conditions of Qinhuangdao Port and Qinhuangdao Port relying on urban economic conditions and the economic hinterland of the situation, analysis of the need for the development of container transport in Qinhuangdao Port from the internal environment; Then the paper analyzes the advantages and disadvantages of the Qinhuangdao Port container transport and the use of combination forecasting method to predict the Qinhuangdao Port container throughput.The AHP (analytic hierarchy process) model is improved in this article, instead of using the traditional1-9scale to build models, we choose the e0/5-e8/5scale model which has better consistent、uniform and weight fitting. Then assign the weight and check the consistency for the factors of Qinhuangdao port in the new scale. Finally, using the software of Yaahp to calculate and compare each decision, the highest score of the terminal location plan for the Qinhuangdao port’container transportation is optimal program. In this paper, we can get the best location of Qinhuangdao port is the area of shahe in Shanhaiguan through calculation, and on this basis we put forward some suggestions for the development and stimulation of container transportation.
