| With the rapid progress of urbanization in China,land and space are facing problems such as overload and imbalance of resources supply and demand.Tight constraints on resources and environment have gradually become the key to restrict economic and social development.As a tool of territorial spatial governance,spatial planning tends to be a more and more technical means in linking up the relationship between supply and demand of resources,resulting in inadequate authority and control of planning.Since the Eighteenth National Congress of the CPC,the construction of ecological civilization has raised an unprecedented strategic height.As a public policy,the formulation and management of urban and rural planning is tending to the direction of spatial planning and spatial governance.Therefore,from the perspective of spatial governance,it has certain theoretical and practical significance to construct an orderly and supervisory spatial planning management and control pattern.Aiming at the problem of inadequate land and space resources management,this paper takes Changchun spatial planning as an example,centering on the theoretical basis of space governance and space planning,and according to the systematic thinking of global coverage and total factor allocation,comprehensively analyzes the characteristics of Changchun spatial governance and space environment.By systematically combing and comparing the current data of Changchun’s land change survey,forestry change survey,geographical and national conditions monitoring,this paper analyses the characteristics and causes of the differences in resources,formulates the Countermeasures for dealing with the differences,forms the only working base map of the current land property,and comprehensively finds out the resource base of Changchun’s space environment;according to the concept of "landscape,forestry,lake and grass" system management,it takes soil as its base.The evaluation system is constructed from five aspects: land resources,water resources,ecological background,environmental characteristics,disaster risk,etc.The carrying capacity of resources and environment in Changchun City is evaluated,and the grade status of carrying capacity of resources in Changchun City is comprehensively identified.At the same time,it evaluates the suitability of territorial space development based on the evaluation elements of resources and environment carrying potential and the basis of social and economic development,comprehensively discriminates the grade of Spatial Suitability under the guidance of ecological protection,agriculturalproduction and urban construction,implements the bottom line thinking and delimits ecological protection and grain on the basis of ecological,agricultural and urban suitability.The bottom line of food safety and the upper limit of urban development form the basic management and control pattern of land and space development and protection in Changchun,and put forward effective management and control measures and implementation guarantee system.From the perspective of spatial governance,the delimitation of three districts and three lines provides a reference for the improvement of spatial governance capacity and the compilation and prevention of spatial planning in the new era.It also defines the direction and goal for the future spatial development and systematic renovation of Changchun City,and lays a certain foundation for the scientific,orderly and high-quality development of large cities in Northeast China. |
