The failure of the previous spatial management control system of Chang’an section of the piedmont of north Qinling Mountains has led to an increasingly prominent conflict between protection and development.In the context of the reform of the national territory spatial planning system and the establishment of the Ministry of Natural Resources,its spatial planning and management control is entering a new age.Therefore,it is urgent to construct an effective spatial management control system.Based on the structure function theory,this thesis studies the problems of the previous spatial management control system systematically and objectively.Based on the holistic governance theory,it summarizes the existing spatial planning systems and analyzes the match between them and the characteristics of the piedmont of north Qinling Mountains.From the perspective of landscape management,it puts forward the construction method of spatial management control system,and then constructs the system of Chang’an section of the piedmont of north Qinling Mountains under the background of the national territory spatial planning.Also,this thesis proposes the optimization strategies for formulation,implementation,and management of its national territory spatial planning.The thesis consists of six chapters.The first chapter is the introduction,clarifying the research background,object,purpose and significance,literature review,content,methods,and overall framework.In this chapter,it integrately sorts out the spatial control management systems at home and abroad,and summarizes previous researches about landscape management.The second chapter is the basic theories and analytical framework.From the perspective of general system theory,it takes structure function theory,holistic governance theory,and landscape planning related theories as the basic theories.And then the analysis framework and technical route are proposed.The third chapter is the analysis of the previous spatial management control system of Chang’an section of the piedmont of north Qinling Mountains.It sorts out the evolution of the spatial management control system and builds an evaluation framework to identify issues within.The fourth chapter is the construction method research.Based on the classification of space types,it sorts out the various existing spatial management control systems,and summarizes four types of construction methods,including game analysis,coordination of management control authorities,improvement of spatial governance,and natural resources management.And then it matches them with Chang’an section,and proposes a comprehensive construction method,including construction principles,scales,elements,and transmission mechanism.The fifth chapter is the empirical analysis part.With the changing context of spatial management control,it constructs the spatial management control system of Chang’an section of the piedmont of north Qinling Mountains,and discusses the convergence mechanism to national territory spatial planning.Meanwhile,it puts forward the optimization strategies for its national territory spatial planning.The sixth chapter is conclusion.There are three parts of conclusions in this thesis.Firstly,it establishes the evaluation framework of the previous spatial management control system of Chang’an section of the piedmont of north Qinling Mountains and identifies the problems within.Secondly,it proposes the construction method of the spatial management control system.Thirdly,it constructs the spatial management control system of Chang’an section. |
