Innovation Oriented Research On The Planning Regulations Of High-Tech Parks

Under the background of global knowledge economy,high-tech parks are widely used as important strategic platforms and space carriers to gather the innovative resources and promote industrial development.In the process of the iterative evolution of science and technology parks,it has constantly formed a new economic and geographical phenomenon,which has an obvious impact on the traditional high-tech parks' spatial layout and planning regulations.And it is difficult for the traditional planning regulations to meet the innovative needs of high-tech parks.In terms of the theoretical research,this paper interprets relevant concepts and reviews the domestic and foreign research progress on planning regulations,which forms the theoretical research background of this paper;in terms of practical cases,by comparing the Guangzhou Science City and the One-North,the article summarizes the underlying problem of planning regulations in Guangzhou Science City and the One-North's planning regulations experience,which both are being under the innovation Oriented background.In the last,strategies and suggestions are put forward to improve the planning regulations of high-tech parks.And I hope that this article could enrich and deepen the existing academic research of the planning regulations,which,meanwhile,can contribute to the domestic high-tech park under the stage of transformation and upgrading.This paper analyzes the planning regulations problems and challenges in Guangzhou Science City in period of transformation and upgrading through literature theoretical research,empirical research and comparative research,and puts forward corresponding planning regulations suggestions for the high-tech park to respond to the trend of innovation.This paper consists of seven chapters: chapter one is the introduction,which elaborates the research background,research purpose and significance,selected research object,research method and framework,etc.The second chapter is the relevant research review.This part interprets the concept of innovation,science park and planning regulations,and it summarizes the relevant domestic and foreign research literature on the planning regulations of high-tech parks,which forms the theoretical research background of this paper The third chapter is an empirical study on the planning regulations of Guangzhou Science City.This chapter,based on combing the development history and current situation of Guangzhou Science City,analyzes the planning regulations problems of transformation and upgrading in the context of knowledge innovation.The fourth chapter studies the planning regulations of the One-North.On the basis of the development history and status quo of One-North,it discusses its planning regulations experience such as the park development and operation,overall planning and refined supporting services.The fifth chapter is a comparative study between One-North and Guangzhou Science City.The part systematically discusses the different between the two Science parks from three aspects: construction and management of the park,the overall planning concept and land management,and the innovative space.The sixth chapter is the planning regulations suggestions for our domestic high-tech parks.The paper puts forward relevant suggestions in stage of transformation and upgrading from three aspects: Reforming the operation and management mode of high-tech parks,the park spatial supply-side reform with the overall planning and land as the core,and the fined management and control of the land use and functional space in the park.The seventh chapter is the research conclusion and prospect.It re-summarizes the main conclusions of this paper and the shortcomings of this paper,and at last puts forward the research prospects in the near future.
