| The pattern of international science and technology competition,the new round of information technology revolution and industrial upgrading and transformation put forward new requirements for scientific and technological innovation and resource sharing,which are clearly reflected in the "14th Five-Year Plan" outline(draft)and government work report.Therefore,improving the technological innovation ability and resource sharing level is an important part of strengthening the strategic scientific and technological strength.The State Grid Corporation of China has always placed scientific and technological innovation in an important position.In the high-tech information technology environment,the innovation environment,talent training mechanism,and incentive mechanism are all important factors affecting technological innovation and resource sharing.Research on the sharing model is of great significance for improving the ability of scientific and technological innovation and the rational allocation of resources.Based on the analysis of the research status and development trends at home and abroad,this article mainly completes the related research from four aspects.First,on the basis of sorting out the relevant theoretical foundations of scientific and technological innovation,resource sharing,and high-tech information technology application principles,the categories and characteristics of scientific and technological innovation resources in scientific and technological innovation and resource sharing,the concept,mode and status of resource sharing,and high-tech innovation The synergy mechanism of information technology was summarized and summarized,which laid a theoretical foundation for the follow-up research on the evaluation model of State Grid’s technological innovation and resource sharing.Secondly,on the basis of analyzing the status quo of state Grid’s scientific and technological innovation resource input,resource sharing coordination mechanism,etc.,combined with the advantages of State Grid’s technological innovation and resource sharing characteristics and system dynamics to study the problem,apply the causal relationship in system dynamics The theory sorts out the influencing factors of State Grid’s technological innovation and resource sharing and the input-output relationship between the factors,and lays the foundation for the subsequent resource optimization allocation evaluation and evaluation model construction.Then,based on the analysis of the scientific and technological innovation and resource sharing model based on system dynamics,the optimal allocation of scientific and technological innovation resources is divided into two stages,knowledge innovation and scientific and technological achievements transformation,and an optimal allocation of scientific and technological innovation resources based on the two-stage DEA is constructed.The evaluation model evaluates the efficiency of the optimal allocation of resources at each stage,and verifies the feasibility of the model through empirical analysis.Finally,on the basis of the influencing factors of technological innovation and resource sharing and the evaluation model for the optimal allocation of technological innovation resources,construct an evaluation index system for technological innovation and resource sharing,and apply fuzzy theory,combination weighting method and TOPSIS method to construct technological innovation and resources Share the evaluation model,and take a power grid company as an example to evaluate the level of technological innovation and resource sharing,and verify the rationality and feasibility of the model. |
