Study On Village Planning Strategies Of Hainan International Tourism Island Pilot Zone Under The Background Of Rural Vitalization

With the strategy of rural revitalization puts forward new requirements to village planning,it has been difficult to adapt to the new requirements of village construction and development for the previous village planning strategy of emphasizing space layout and ignoring industrial development.At the same time,in Hainan Province,there are obvious problems in the village planning in 2011,the construction of ecological civilization village in2014,and the planning and construction of beautiful village in 2016.In such case,this paper analyses the theoretical and practical basic of rural revitalization,and discusses the latest trends of the domestic and foreign village planning.And then,this paper deems it has a great significance to previous village planning to break the planning model of single material space environment,and village planning should stimulate the internal vitality of rural development through comprehensive consideration on the relationship between economy,culture,society and environment.Aimed at the present situation and development dilemma of the villages in Hainan International Tourism Island Pilot Zone,this paper proposes the corresponding village planning strategy,in order to foster the internal vitality of rural development and realize the rural revitalization.The main research process and content are as follows :(1)Combined with literature research,theoretical and practical basic of rural revitalization have been discussed,the latest trends of the domestic and foreign village planning have been summarized,and the current research deficiencies have been pointed out.(2)The basic situation of the villages in Hainan International Tourism Island Pilot Zone has been elaborated,and an in-depth analysis from the aspects of traffic location,regional population,resource conditions,infrastructure,construction land and industrial base has been made.(3)The development dilemma and appeal of the villages in Hainan International Tourism Island Pilot Zone have been dissected.(4)To achieve the rural revitalization,the overall layout framework of rural vitalization has been constructed,and the new villages planning strategy included industrial development,cultural revival,ecological restoration and rural governance has been put forward.Under the background of rural revitalization,this paper believes village planning must be based on the actual rural development,and put forward the new villages planning strategy included industrial development,cultural revival,ecological restoration and rural governance rather than the previous single material space planning.The development strategies of Hainan International Tourism Island Pilot Zone are as follows.First of all,in industrial development,it should be taken remodeling the new driving force of rural economic development as thegoal,and industrial cultivation as the core.Through the guidance of scientific transformation,we should cultivate advantageous industries and build an industrial linkage mechanism to achieve the village's self-hematopoietic function.Secondly,in cultural revival,we should activate the local culture,fully excavate the cultural connotation,implement the development protection,and enhance the villagers' local cultural identity and self-confidence.Thirdly,in ecological restoration,to achieve the unity of ecological,economic and social benefits,we should protect the ecological space strictly,and coordinate the relationship between resource development and environmental protection scientifically.Last but not least,in rural governance,we should reshape the rural governance mechanism.We can establish a governance model with diversified participation of villagers,village committees and enterprises by introducing social capital,guiding social forces and local villagers to co-build and co-govern.
