Study On Rural Planning Under The Strategy Of Rural Vitalization

The strategy for the promotion of rural development and the adjustments made by the state to deepen institutional reforms have divided the original planning functions from the Ministry of Housing and Urban-Rural Development to the Ministry of Natural Resources.Both the strategic and institutional aspects have raised new topics and research directions for rural planning.How should the relationship between rural planning and rural vitalization be rationalized? How should the planning and technical aspects revolve around rural vitalization? The problems existing in the original rural planning should be better resolved in the context of the new rural vitalization strategy.These issues are Research has a strong practical significance.How to better implement the strategy of village rejuvenation requires that the first priority be the issue of rural planning,scientific planning and rational layout in space,and overall consideration of the development of population,culture,medical and health,social,economic,and road infrastructure in the rural area.And planning issues,to further optimize the production and living ecological space layout at the rural area level,and promote the integration of urban and rural development.To implement the strategy of rural vitalization,it is necessary to adhere to the top-level design and scientifically formulate plans for rural vitalization.However,there are many problems in rural planning such as the incomplete planning and management system,the uneven level of planning units,the shortage of rural planning talents,the lack of scientific assessment of the implementation of rural planning,and the inadequate shaping of rural planning features.This article mainly explores the supporting role of high-level rural planning and construction for the strategy of rural rejuvenation and how to avoid the problems in rural development through planning and technical means.First of all,it analyzes the scope involved in rural revitalization and rural planning,and makes a simple study of its theoretical basis.Second,it organizes and summarizes experiences of rural construction in some developed countries abroad,such as Japan’s “One Village,One Product” and South Korea’s “New”.The advanced experience of rural area planning,such as the Rural Movement,France’s "Rural Revival",and the United States’ "Eco-Village",etc.At the same time,a key research and analysis of the "Culture Inheritance" model has been made in many rural planning development models in China;The advantages and disadvantages of rural construction in advanced regions at home and abroad were summarized in order to provide reference for the planning and construction of rural areas in Henan Province,with a view to providing some help in improving the overall level of rural planning in Henan Province;again,existing in the current rural planning The problems were summed up and explored,and then the countermeasures were analyzed and compared with the problems.Finally,combined with the current situation of rural planning and construction in She County,Shangqiu City,the research results were applied to the practical study of rural planning in Shexian County.The problems in the rural planning in She County were solved.And the applicable countermeasures were analyzed.Under the general requirements of the strategy for the rejuvenation of rural areas in the new era,we hope to explore a set of solutions to the problems that are widely applicable in the rural planning process.
