Phnom Penh,the capital city of Cambodia,is currently facing the urbanization issues including the rapid expansion of the urban density,the increasing needs of employment,traffic congestion,shortage of housing,shortage of urban infrastructure,and dilapidated urban space layout.These issues need to be solved properly and effectively.Creating a new development zone near the current city can be one of the solutions.However,building the new industrial city is considered as a large complex system that involves many complicated processes and requires a thorough study in designing and planning.Systems engineering is applied in the study since it is widely considered as both a technical approach to design concepts and a preferred business strategy of large complex systems.Even though systems engineering considers both the business and the technical needs of stakeholders,their goals is to provide a quality product(the new industrial city)that meets all the needs of stakeholder.The capabilities of systems engineering standard(EIA-632)are described in the design process of the city.In addition,V life cycle model of systems engineering is used for system decomposition as well as system verification and testing.Basically,systems engineering drives process tools to translate the stakeholder's desired capabilities into a structured system of interrelated design specifications.This task is iterative and it is performed within a disciplined framework to maintain the desired operational capabilities within constraints.The conceptual design of the initial portion of the system into sub-systems and initial technical and performance issues are studied.The results of the city design process serve to define good requirements and then a conceptual city design can be used to develop a technical specification;normally it is called a document of specification requirements.SWOT analysis is also used to analyze the internal factors(strengths and weaknesses)and external factors(opportunities and threats)of this development project in order to help any stakeholder focus on the strengths,mitigate the threats,and take the advantages of the opportunities.Moreover,the site investigation,strategic positioning,functional planning,planning and design of the city's layout,and ecological protection of this industrial city are discussed in details.The study shows that this development project has a great potential to share the functional responsibility with the current city despite some setbacks such as lack of financial support,long period of construction and shortage of skilled personnel.In addition,the results of this study are presented such that they can be used as an aid to the design of this industrial city.
