Research On The Demand And Supply Of Public Services In Chengzhongcun Community

In the past 30 years of reform and opening policy,the pace of urbanization in China has accelerated,and urban land has been rapidly expanding.Many villages around the city have been included into the city,forming a large number of “Chengzhongcun” community.In the past,the analysis and research on “Chengzhongcun” was mostly critical.However,in the research and practice of “Chengzhongcun” in recent years,the “Chengzhongcun” provided the public resource attributes of affordable housing gradually discovered.Therefore,for some “Chengzhongcun” communities that are reserved in the planning,they should giv e full play to the functions of their residence and provide a harbor for the citizens of the floating population.Gaodian community is a “Chengzhongcun” community with the largest area,the largest population and the most mature development in the northern part of Xiamen Island.Due to its special geographical location,Gaodian community has witnessed the development of Xiamen Island in the past 30 years.Changes can also be seen as a microcosm of Xiamen’s reform and opening up;and because it is located in the airport’s restricted height zone,it will be remained in the future for some decades.Although the original Gaodian Village has been transformed into the Gaodian community,these communities still retain the village’s life and administrative managemen t model,and the level of public service is far from the surrounding urban communities.Due to the particularity of the “Chengzhongcun” community,there are some differences between the internal public services in the demand,supply and supply models to the urban communities.The public service supply model applicable to the urban communities often cannot be directly used in the “Chengzhongcun” community.In the development and evolution of Gaozhong community,it has gradually evolved its own supply model,and its internal public service supply and demand have also undergone tremendous changes.Therefore,the research on the supply and demand of public services in the “Chengzhongcun” community not only helps to improve the living standards of the residents in the Gaodian community,promotes the citizenization of the floating population,but also helps the supply and demand of public goods under the “crowding effect” theoretically.This paper firstly sorts out the evolution of fire prevention,healthcare,sanitation and education services in the “Chengzhongcun” of Gaodian in chronological order;secondly,the development of four kinds of public services is combined with the related theories of public goods,supply and demand balance and welfare pluralism.The horizontal comparison analysis of the three main angles of supply subject,supply time and supply efficiency show that the factors affecting the four differences are the public goods attributes,demand differences and supply mode differences;Then,in the Gaodian “Chengzhongcun” community public service In the promotion strategy,suggestions are made from the supply,the demand,and the supply model.Finally,the paper summarizes,reviews and looks forward are presented in the conclusion section.
