Satisfaction Index Evaluation Of Basic Public Services For A Large-scale Public Housing Community

With the supporting policies of promoting the construction of public housing, local governments have tried to build large-scale public housing communities, which greatly alleviates the housing problems for the low-income groups. However, due to the high price of urban land and urbanization rate, large amount of public housing communities have to be located in the suburbs or the edge of the city. Because of that, residents cannot enjoy the basic public service intended for the city. Although public housing communities has its own public service facilities planning, the problems of construction schedule and operating management result in serious lack of basic public services. In order to solve the above problems and improve the sustainable development of large-scale public housing communities, this paper will study from the following aspects:(1) Elaborating the background of this paper. Doing literature review from 3 aspects of large-scale public housing communities, basic public services and satisfaction evaluation. Finding that there are few research of satisfaction index evaluation of basic public services for large-scale public housing communities. Making sure the research content and specify the research significance, research method and technical route of this paper.(2)Analyzing the concept of large-scale public housing communities and basic public services. Large-scal public housing community is built by local government according to national policies, laws and regulations, which covers large amount of areas and total floor areas.Making sure the scale and characteristics of large-scale public housing communities and types of its basic public services, which includes education, health care, PE, public culture, social welfare and social assistance, public security and other services.(3)Briefly reviewing the relevant concepts of basic public services for a large-scale public housing community. Based on the introduction of foreign classic customer satisfaction evaluation models and the characteristics of the research object, this paper establishes a satisfaction evaluation model for basic public services for a large-scale public housing community, which contains 6 latent variables,9 hypothesis and 20 manifest variables.(4)Introducing the PLS calculation method and model testing method. Establishing evaluation process for the SIBPS model including data collection, selection of PLS method, analysis of parameter calculation, testing of the model and analysis of the calculation results.(5)Taking Huagang large-scale public housing community in Nanjing as an example, the feasibility of the evaluation model established in chapter 3 is tested. Analyzing the current situation of basic public services satisfaction for Huagang large-scale public housing community according to the calculation results.(6)According to the summary and outlook:residents' satisfaction of public service satisfaction for a large-scale public housing community is mainly influenced by residents' expectation, perceived quality of facilities and perceived quality of service. Whether the relationship between them is linear remains further argument. In addition, the impact of supplying subject and supplying modes on residents satisfaction needs further research.
