| Public service supply is one of the key approaches to realize the modernization of rural areas.The total quantity of supply has been improving,but public service of rural areas is always faced with the problem of low supply effectiveness.At the same time,with the emergence of crisis of publicness in the process of individualization,rural communities are generally facing structural decline.Due to the feedback cycle between the low productivity efficiency of public services and the crisis of publicness,the realization of rural modernization needs to consider both its material dimension and social dimension,and find the synchronous endogenous development path between the effective supply of rural public service and the reconstruction of community publicness.At first,this paper makes a cognition and conjecture about the difficulties faced by the current rural modernization drive.In the process of modernization,rural community publicness is in crisis of disintegration,and rural community needs to rebuild the new nesting relationship between individual and public and restore the system of "mutual assistance" under the background of individualization.However,the rural modernization construction is suspended outside the community,not only does not interact with the public,but forms the individual-public nesting relationship which is separate from the actual rural community based on the "general cognition" of the village and tries to embed it in the village.Thus,this paper puts forward the conjecture that it is possible to realize the simultaneous realization of publicness reconstruction and effective supply of public services in rural communities by providing public service supply for the community publicness and for the nested relationship between individual and public.Then,based on the logical context of "public-individual-nesting relationship",this paper discusses the connotation and path of publicness reconstruction,and reflects on the theory of public services as an axis,and constructs the theoretical framework of public services supply for the publicness reconstruction of the rural community.First,at the level of public,the essence of community publicness reconstruction is to rebuild the "mutual assistance" system,to form the active nesting to the public and active participation in public affairs,so that the rural public services supply should go beyond the traditional content cognition and form the overall design and guarantee of the public life at the community level.Second,at the level of individual,the key point to rebuilding the system of "mutual assistance" lies in the unity of individual interests and public interests,and the driving force of individual initiative to participate in public participation,so that the rural public services supply should be implemented through system design,and the promotion of public nature should be incorporated into the basic value judgment of public services supply.Third,at the level of individual and public nesting,the system of "mutual assistance" forms the relationship of "self-assistance","co-assistance" and "public-assistance" respectively on the three scales of neighborhood,community and beyond community,so that rural public services should implement the precise construction and continuous operation of the endogenous and exogenous supply of public services among neighborhoods,communities and communities with the help of "mutual-assistance" formed by the public participation of individual residents.Thus,the three levels above are superimposed to form the overall supply framework of public services of "public remodeling-individual participation-action organization",and the construction mode of "compact bases" in rural communities in Japan and its case","Roadside Station of Kawanishi" as an example,analyzes the concrete path of publicness reconstruction-oriented effective supply of public services,and verifies the above-mentioned framework.This mode realizes the overall construction operation of rural public life in rural communities by means of the cross-domain horizontal connection organization form of regional operation organization.Through the flexible construction of organizational subject,so that individual villagers and local enterprises,local groups,governments become a community of interests,participate in the supply of public services,to ensure the motivation of individual public participation at the same time for the continued operation of public services to bring adequate funds and personnel reserves.Furthermore,the different types of public services are structured on different scales among neighborhoods,communities and communities,and the effectiveness of services supply in space and time is guaranteed through the "compact and network" facility space organization and the continuous operation based on factor cycle.In addition,on the basis of discussing the traditional-return and public-return of the rural communities realized by the publicness reconstruction,we realize that the inner contains the public spirit in our traditional culture,which is not usually understood to originate from unconscious collectivism,but spontaneously realizes and achieves the consistency between the individual and the public interest,so that the publicness
