Study On The Implementation And Evaluation Of Mentougou New Town Overall Planning From The View Of Governance

In 2004,Beijing city' overall planning was revised and prior to this,the districts and counties in Beijing successively had carried out the implementation and evaluation from functional orientation,spatial layout,industrial development and public service and other indicators.This contributes to providing decision-making basis for regional development and the support and advice of data and policy for revise of overall planning.In 2012,Mentougou District initiated the Study on the Implementation and Evaluation of Mentougou New Town Overall Planning and the deadline is the end of 2011.In this paper,the evaluation basis depends on different leveled-urban-rural planning,including Beijing City's Overall Planning(2004-2020)and Mentougou New Town Overall Planning(2005-2020).Within the research scope of administrative area of Mentougou District,a series foreign and domestic theories and cases of planning implementation and evaluation are collected and analyzed to explore out the implementation and evaluation system method and ways of urban planning construction from the governance view.The qualitative and quantitative method,indicator comparison are applied to promote the evaluation and research of the compiling results,implementation phase and its operation of Mentougou New Town.The author then puts forward the implementation mechanism and relevant suggestions for Mentougou New Town from the governance view with the aim to provide the technical support for Beijing City overall planning revise.This paper intends to promote the evaluation of the compiling results,implementation phase,its operation and benefit of Mentougou New Town through the construction of planning evaluation indicator system based on governance.Then the conclusion of Mentougou New Town overall planning is generated.Th e existing problems and their causes in Mentougou Mentougou New Town overall planning are discussed from public policy changes,insufficient work of planning and compiling,absence policy of planning implementation,mechanism safeguard,less participation of planning bodies and other aspects;meanwhile,the revision focuses of new town overall planning are proposed from five aspects: development opportunities and functional orientation,city function optimization and demographic structure,ecological remediation and stock land use,industrial transformation and regional economy and historic and cultural conservation and utilization.Based on the governance view,the implementation of new town planning is combined to put forward the suggestions,including focusing public policy attributes,improve the system and content of new town overall planning compiling,strengthen the dynamic evaluation system of new town overall planning implementation and enhance urban planning implementation.
