With the the “One Belt,One Road” initiative proposed,more and more enterprises have responded to the call and actively participated in the construction of overseas engineering projects.In the overseas engineering market,enterprises not only need to compete with global and even domestic enterprises,Moreover the political,economic,natural,social,legal and other factors of overseas projects are often unfamiliar and fatal to enterprises going abroad.As a private enterprise located in Xinjiang,my company has experienced success and failures in the development of overseas engineering projects for more than 10 years.Even now when the company is carrying out overseas engineering projects,we will be very careful for project risks tread as if on thin ice.This article takes the case of the Binga–San Manuel 230 kV Transmission Project(referred to as the Philippine 041 Transmission Project),which was first developed by the company in the field of overseas engineering.The project is basically in accordance with domestic project management knowledge and experience,ignored the characteristics of overseas markets and ignored the risks of the project.Finally,the project not only caused losses beyond the amount of the project contract itself,but also adversely affected the company's reputation.The author considers project's risk through the project's entire life cycle,analysis from the beginning of market development to the end of turning over the project at all stages of adverse impact and adverse consequences of the project.Systematize sort out the risk information in the process of project implementation,Finally,according to the characteristics of overseas engineering projects,summarize the risk scheme of the project's whole life cycle.The experience and risk plan of this project provide a good reference for the company to implement risk control and prevent risks in subsequent overseas engineering projects.I also hope to provide some references for other enterprises and colleagues who engaged in overseas project management.
