With the rapid development of China's economy in recent decades, the total amount of China's infrastructure have exceeded than any other country in the world and in the meantime a large number of international competitiveness of energy, electricity, roads and other infrastructure construction EPC enterprises have been cultivated and developed. But there is some common problems in Chinese EPC contractors such as the weakness in contract consciousness, incomplete understanding on local standard, insufficient language skills and lack of risk management and so on.In order to enter the market, some enterprises adopt unconventional low-price competitive strategies so that they do not have any ability to resist risks at all. These strategies are not only disrupt the normal order of international EPC market but also more likely to cause great losses to the country and their own interests. As a mature international EPC contractor,Shanghai Electric should establish and improve risk management system as soon as possible to fulfill the requirement of different markets and conduct project risk management effectively.Based on the studies of typical completed overseas power plant EPC projects of Shanghai Electric, this article breaks down the project risk hierarchically, makes classification, introduces the measures factor of risk resist, makes use of KB-DDS risk fuzzy evaluation software to proceed risk quantitative analyses and establish risk dynamic management model to control project risk through improving risk resist measures in the process of project execution. This study provide preliminary analyses and control measures to the risk quantitative management of overseas EPC projects and references for the project process risk control and decision-making of international EPC project risk management.
