Clean energy is the guarantee of economic development and human society.Coal,petroleum and other fossil fuels supported the economic development in the 19 th and 20 th centuries.However,the large consumption of fossil fuels not only makes human confront the pressure of resource exhaustion,but also feels the threat of the environment deterioration.In recent years,the task of solving the energy crisis and environmental damage has been endowed with the recycling of wind energy resources.The distribution of wind energy resources is balanced and extensive,and a rich distribution of wind power development space is larger in China.However,due to the complex construction environment,high technical requirements,long construction period,great investment,the wind power projects are facing various kinds of risks in the construction process and operation process.In this paper,through comprehensive analysis of the wind power project risk,we construct the risk assessment index system,providing reference for government policy formulation,investment decision makers and wind power project management.Firstly,this paper analyzes the risks faced by wind power projects in the phases.Secondly,this paper determines the risk factors and establishes the risk assessment system of wind power projects according to certain principles.Thirdly,the fuzzy comprehensive evaluation model of wind power project is constructed,which provides quantitative basis for the comprehensive risk assessment of wind power project.In the light of the model,the risk assessment of China Resources New Energy Fumengjiletu Wind Power Project is carried out,and the countermeasures are given according to the investigation results.The results show that the project belongs to the "the first risk" area.Finally,according to the results of risk level,risk control measures are proposed from six aspects of nature,economy,market,technology,policy and management,which provide theoretical reference for risk control.
