With the rapid development of economy,the burden of government providing public goods will become more and more heavy,so the PPP mode of cooperation between government and social capital is the trend of the times.Risk management has always been the most critical element of PPP project.The wrong identification,evaluation and solution of risk often lead to the failure of PPP project.At present,the PPP project of urban underground comprehensive pipe gallery is springing up all over the country.At the same time,it also produces a lot of risks in the engineering practice,and brings a lot of great troubles and losses to the project.The project of urban underground integrated pipe gallery is a new type of large-scale municipal infrastructure in China,and the PPP model is also in its infancy.The combination of pipe gallery and PPP model has produced a series of special risk characteristics,including long project cycle,complex and diverse risks,multiple participants,large policy impact and so on.There are also some new risks,including financing risk,business risk,repurchase risk and so on.Therefore,the risk of urban underground integrated plumbing PPP project is very different from that of other mature PPP projects,and it is also very different from the risk of government single investment in the construction of integrated plumbing corridor.Considering the limited research data,the author tries to combine the underground integrated pipe gallery project with the PPP model and take the risk identification,evaluation and solution as the main line to carry out the research.Based on the hierarchical holographic model,this paper constructs the HHM risk identification framework of the integrated pipe gallery PPP project,which includes stakeholder perspective and life cycle perspective,and forms the risk list of the underground integrated pipe gallery PPP project.It contains 28 risk factors,and discusses the connotation of each risk factor in detail,which reflects the pertinence of the risk research of PPP model under the category of underground integrated pipe gallery project.In order to reflect the idea of combining qualitative and quantitative analysis to evaluate the risk in the risk list,the author makes use of the analytic hierarchy process mathematical model and takes the actual investigation project in the city as a case study.Determine the relative weights of the risks under each perspective and their weights by calculation.Finally,on the basis of the above research,the paper puts forward the risk response and suggestions for the PPP project of urban underground integrated plumbing.
