Research On The Application Of BIM Technology In The PPP Public Buildings

The pace of economic development has gradually slowed down since our country entered “13th Five-Year Plan” period.We never stop exploring a greener,more low-carbon and sustainable direction of scientific development for construction industry,which is one of the pillar industries in China.With the advancement of urban modernization and the improvement of people’s living standards,communal buildings for public service needs to be developed and constructed.However,more and more complicated structure form of public buildings and increasing scales and costs leads to great financial burden to local government.As a new mode of financing and project management,Public-Private Partnership(PPP)could reduce government financial expenditure and lower the investment risk of Social Capital.It has been recommended to promote since 2014.We can see the popularity of this mode,however,operational irregularities and over-exploitation occured from time to time.The reason lies in the large number of participants in PPP mode and the difficulty in management,as well as the large scale,high cost and complex procedure.All These factors bring great difficulties to the implementation of PPP project.As a new technology based on the buildings in whole life cycle,BIM can effectively solve the problem existing in PPP project,such as difficult coordination,information asymmetry,etc.,as well as a series of technical problems of public building.After being applied and promoted many years in our country,BIM has achieved an initial success and effectively solved many difficulties in project management and technical nuts in many key projects.PPP is a new management method based on the buildings in whole life cycle,while BIM is a new construction technology based on the buildings in whole life cycle,both of which are basically consistent in application cycle and scope and have a natural combination point.The application of BIM technology in PPP project can give a full play to the technic advantages of BIM itself,and change the current situation of more emphasis on constructions than operations,and strengthen project management,thenmake up for the weakness in the period of operation.According to actual investigation and consulting of numerous literatures and combined with the attitudes of relevant authorities in China towards the PPP mode and BIM technology,this paper deeply analyzed the development mode and development direction of PPP public buildings supported by BIM technology and discussed problems and solutions to improve the quality of public building and public service.
