Discussion On Application Of Public Private Partnership In The Construction Of The Sponge City In Xiamen

With the development of economy,population growth and the continuous expansion of urban scale,the problems of urban development are also being highlighted,such as frequent floods,shortage of water resources,serious water pollution and so on,which have seriously restricted the sustainable development of city.As a way to effectively control the urban waterlogging and the use of water,the sponge city is the main direction of the future construction of many cities in China,andis also an important measure to promote the construction of ecological civilization.As a fast developing coastal city,Xiamen has been plagued by flood and waterlogging,water shortage and water ecological deterioration in recent years.The construction of sponge city has become the best choice to solve the main environmental problems in Xiamen.However,the construction of the sponge city is a systematic project,which has the characteristics of large capital demand,complex structure and great risk.If government build the sponge city independently,it not only will increase the government financial pressure,but also hinder the construction of the project.The introduction of government and social capital cooperation(PPP model)can not only solve the financial pressure of the government,but also introduce the advanced technology of enterprises to build the sponge city together,which is beneficial to the construction of the sponge city.Based on the related theories of the sponge city and PPP model and the collection of relevant information in Xiamen,this paper analyzes and summarizes the current situation of the construction of the sponge city in Xiamen and the operation of the PPP model.Andthen through the analysis of the PPP project of two typical sponge cities,this paper summarized the general framework and implementation points of the sponge city PPP project,and give some feasible suggestions to the existing problems.Finally,taking the PPP project of xiang an district of Xiamen as a case,through the lessons learned before,try to give its operating framework and feasibility suggestions.The main outcomes and results of this paper are as follows:First of all,this paper analyzes and summarizes the construction status of sponge city in Xiamen and the operation of PPP mode.This article collected data from Xiamen city's natural geography,social economy,water resources status,government documents and measures,analyzed and summarized the present situation of the construction of sponge cities in Xiamen city.Xiamen government attaches great importance to the construction of sponge city,and has decided to build two sponge city PPP projects,but all are in the early planning stage.And through the analysis of the overall situation of the PPP mode in Xiamen city,it is found that there are some problems,such as low success rate and immature experience and so on.It is of great significance to learn the experience and lessons of the mature sponge city PPP project in other regions.Secondly,through the analysis of the two typical cases—Zhenjiang sponge city PPP project and the Chizhou sponge city PPP project,this paper summarized the general framework and implementation points of the sponge city PPP project,including the key points of the preliminary preparation,operation mode,return mechanism,supervision system,risk distribution and so on,and discover some problems,such as narrow channel of project financing,lack of participation of private enterprises,single project return mechanism and so on,and then give feasible suggestion tothe existing problems.Finally,this paper tries to apply the overall operation process of the PPP model of the sponge city that are summarized to Xiamen PPP project and gives the concrete running frame and suggestions of the project construction,which provides reference for the future use of PPP model in the construction of the sponge city Project in Xiamen.
