| The initial conception of Bohai bay Cross-sea Tunnel Project could be traced back to the early 1990 s.And it has become a hot topic in the engineering field of bridge and tunnel.With the rapid development of comprehensive strength and engineering technology level in China,the ability of risk management in projects is also significantly improved.In 2009,when the first subsea tunnel in China-the Xiamen Xiang’an Subsea Tunnel was completed and opened to traffic,a number of landmark cross sea projects(Jiaozhou Bay Subsea Tunnel,Hong Kong Zhuhai Macao cross sea bridge and other cross sea projects)were completed and operated successively.It shows that China has reached the world advanced level in the fields of design,construction and risk management of cross-sea projects.The Bohai Bay Cross-sea Tunnel Project will be a world-class super-large engineering project.It will have the character of the large engineering volume,long period of construction,large investment in resources,and the special construction environment and many other factors.So these will be determined that the risk factors of it will be far exceed the general project.Therefore,this article focuses on the risk sharing issues for research.The main contents of this article are as follows: First,analysis the development profile of the PPP model and related project risk management;according to the feature of the Bohai Bay Cross-sea Tunnel Project’s risk,and we identify risks through literature analysis,expert interviews,questionnaires,and so on.And the system of risk evaluation index is constructed.By the analytic hierarchy process and fuzzy synthesis,the identification and evaluation of risk is carried out scientifically and systematically.Secondly,building a risk evaluation index system,using the AHP and fuzzy comprehensive evaluation method to conduct a scientific and systematic risk evaluation,obtain the weight of risk factors and thus judge the importance of risk factors,and identify key risks.Thirdly,according to the characteristics of the Bohai Bay Cross-sea Tunnel Project,the results of risk assessment and the form of common risk factors,risk sharing is carried out;by building a risk sharing evaluation index system,the fuzzy comprehensive evaluation method is used to accurately divide the shared risks.Finally,combined with the actual project and risk assessment and risk sharing results,formulate risk sharing countermeasures and risk sharing guarantee measures.Through the research in this article,it provides a reference for the risk sharing research of the cross-sea tunnel project under the PPP mode and the risk sharing of similar projects. |
