| With the rapid development of social economy in China,More and more ecological and environmental problems are beginning to emerge,The problem of water environmental pollution has not been effectively solved for a long time,Among them,the "multi-dragon water control" pattern of water environmental governance is an important reason for this predicament,and the system innovation of river chiefs system formally came into being to solve this problem.At the end of 2016,the central government began to widely implement the river chiefs system in the periphery of the country.From 2017,Suihua City began to implement the river chiefs system according to the unified arrangement of Heilongjiang Province.After more than a year,the river chiefs system of Suihua City has been initially established,and the four-level river chiefs system of city,county,Township and village has been established.The corresponding organization has been established,and the control effect has been gradually shown.However,with the gradual deepening of the work,many shortcomings and loopholes began to emerge.The problems of river chiefs recognition,river chiefs system development,assessment and accountability,and public participation began to plague Suihua City’s river chiefs system to play its due role.Faced with such a situation,This paper investigates and studies the actual situation of the river chiefs office work in Suihua City and its subordinate counties,The work of Jiangsu,Zhejiang and Jiangxi provinces has been carried out earlier and achieved remarkable results.Improvements and innovations have been made.This paper summarizes and analyses their experiences,compares them with Suihua City,and analyses the causes of problems faced by the work of river chiefs system in Suihua City.Firstly,the lack of laws and regulations to support the river chiefs system still remains at the level driven by administrative forces,and the "rule of man" is more colorful than the "rule of law".Secondly,the strength of the river chiefs office is weak.As the main body undertaking the specific work,the operation mechanism and personnel strength of the river chiefs office are still not up to the requirements.Thirdly,the assessment accountability mechanism is not perfect enough,the assessment indicators should be set more scientifically,and the reward and punishment mechanism should be clearer so as to achieve the restrictive and supervisory role of river chiefs.Finally,the propaganda and guidance are not in place,and the public’s recognition of the river chiefs system and awareness of participation need to be improved.Faced with the dilemma of river chiefs system in Suihua City,this paper puts forwardsuggestions for improvement from four perspectives: speeding up river chiefs system legislation,strengthening river chiefs system office work force,improving and perfecting assessment and accountability mechanism,and strengthening public opinion propaganda.On the one hand,it will improve the direction and ideas of the river chiefs system in Suihua City.On the other hand,it will also provide some reference for the implementation of river chiefs system in neighboring provinces and cities. |
